A BILL TO BE ENTITLED
AN ACT
relating to procedures for issuing municipal building permits.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 214.904, Local Government Code, is
amended by adding Subsection (e) to read as follows:
(e) Notwithstanding any provision of this chapter, a
municipality may adopt expedited procedures for granting or denying
permits. The procedures may not require:
(1) a private employer to offer wages higher than
required by Chapter 62, Labor Code; or
(2) on-site monitoring of a private employer by a
non-governmental entity.
SECTION 2. Section 214.904(e), Local Government Code, as
added by this Act, does not apply to the enforcement of requirements
imposed under expedited procedures for a permit granted before the
effective date of this Act.
SECTION 3. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2017.
