 A BILL TO BE ENTITLED
 AN ACT
 relating to the authorization of health benefit plans that do not
 contain state-mandated health benefits.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 1507, Insurance Code, is amended by
 adding Subchapter C to read as follows:
 SUBCHAPTER C.  CATASTROPHIC PLANS
 Sec. 1507.100.  CATASTROPHIC HEALTH BENEFIT PLANS.
 Notwithstanding Subchapters A and B or any existing requirement, a
 health carrier or health maintenance organization may offer a
 catastrophic health benefit plan that does not include
 state-mandated health benefits as described by 1507.003(a) and
 1507.053(a).
 SECTION 2.  The changes in law made by this Act apply only to
 a standard health benefit plan that is delivered, issued for
 delivery, or renewed on or after September 1, 2017.  A policy
 delivered, issued for delivery, or renewed before September 1,
 2017, is governed by the law as it existed immediately before the
 effective date of this Act, and that law is continued in effect for
 that purpose.
 SECTION 3.  This Act takes effect September 1, 2017.
