 A BILL TO BE ENTITLED
 AN ACT
 relating to a study on mental health screening and treatment for
 certain inmates confined in county and municipal jails.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  (a) The Commission on Jail Standards shall
 conduct a study to evaluate:
 (1)  the effectiveness of the screening practices used
 to identify, diagnose, and determine treatment for inmates with
 mental illness confined in county and municipal jails;
 (2)  the effectiveness of mental health treatment
 provided to inmates with mental illness confined in county and
 municipal jails; and
 (3)  the level of coordination between local mental
 health authorities and county and municipal jails in identifying
 and diagnosing inmates with mental illness.
 (b)  Not later than January 1, 2019, the Commission on Jail
 Standards shall submit a written report to the legislature on the
 results of the study conducted under Subsection (a) of this
 section.
 SECTION 2.  This Act expires September 1, 2019.
 SECTION 3.  This Act takes effect September 1, 2017.
