8	6		AN ACT
9	7		relating to the dissolution of the Angelina County Water Control
10	8		and Improvement District No. 3 and the territory of the Angelina
11	9		County Fresh Water Supply District No. 1.
12	10		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	11		SECTION 1. (a) Beginning on the effective date of this Act,
14	12		the directors of the Angelina County Water Control and Improvement
15	13		District No. 3 shall wind up the affairs of the district.
16	14		(b) On the 30th day after the effective date of this Act:
17	15		(1) the Angelina County Water Control and Improvement
18	16		District No. 3 is dissolved;
19	17		(2) the terms of the directors of the district expire;
20	18		and
21	19		(3) all assets and liabilities of the district are
22	20		transferred to the Angelina County Fresh Water Supply District No.
23	21		1.
24	22		SECTION 2. Subtitle B, Title 6, Special District Local Laws
25	23		Code, is amended by adding Chapter 6918 to read as follows:
26	24		CHAPTER 6918. ANGELINA COUNTY FRESH WATER SUPPLY DISTRICT NO. 1;
27	25		TERRITORY
28	26		Sec. 6918.001. DEFINITION. In this chapter, "district"
29	27		means the Angelina County Fresh Water Supply District No. 1.
30		-	Sec. 6918.002. ADDITIONAL TERRITORY. On the effective date
31		-	of the Act enacting this chapter, the territory of the former
32		-	Angelina County Water Control and Improvement District No. 3, as
33		-	that territory existed on April 1, 2017, is added to the territory
34		-	of the district.
	28	+	Sec. 6918.002. ADDITIONAL TERRITORY. On September 1, 2017,
	29	+	the territory of the former Angelina County Water Control and
	30	+	Improvement District No. 3, as that territory existed on August 31,
	31	+	2017, is added to the territory of the district.
35	32		SECTION 3. Before the 30th day after the effective date of
36	33		this Act, the board of directors of the Angelina County Water
37	34		Control and Improvement District No. 3 may select from the members
38	35		serving on the board on the date of the selection one member to
39	36		serve as a nonvoting member of the board of the Angelina County
40	37		Fresh Water Supply District No. 1 from the date of the selection
41	38		until the next election of directors for the Angelina County Fresh
42	39		Water Supply District No. 1.
43	40		SECTION 4. (a) The legal notice of the intention to
44	41		introduce this Act, setting forth the general substance of this
45	42		Act, has been published as provided by law, and the notice and a
46	43		copy of this Act have been furnished to all persons, agencies,
47	44		officials, or entities to which they are required to be furnished
48	45		under Section 59, Article XVI, Texas Constitution, and Chapter 313,
49	46		Government Code.
50	47		(b) The governor, one of the required recipients, has
51	48		submitted the notice and Act to the Texas Commission on
52	49		Environmental Quality.
53	50		(c) The Texas Commission on Environmental Quality has filed
54	51		its recommendations relating to this Act with the governor, the
55	52		lieutenant governor, and the speaker of the house of
56	53		representatives within the required time.
57	54		(d) All requirements of the constitution and laws of this
58	55		state and the rules and procedures of the legislature with respect
59	56		to the notice, introduction, and passage of this Act are fulfilled
60	57		and accomplished.
61	58		SECTION 5. This Act takes effect immediately if it receives
62	59		a vote of two-thirds of all the members elected to each house, as
63	60		provided by Section 39, Article III, Texas Constitution. If this
64	61		Act does not receive the vote necessary for immediate effect, this
65	62		Act takes effect September 1, 2017.
