 A BILL TO BE ENTITLED
 AN ACT
 relating to approval and recording requirements for certain
 conveyances of land owned by political subdivisions to the United
 States.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 272, Local Government Code, is amended
 by adding Section 272.0001 to read as follows:
 Sec. 272.0001.  GOVERNOR'S APPROVAL REQUIRED FOR CERTAIN
 CONVEYANCES OF LAND. (a) A political subdivision must provide the
 governor with advance notice of a proposed conveyance of land owned
 by the political subdivision to the United States. The notice must
 be sent to the governor not later than the 30th day before the date:
 (1)  notice is published under Section 272.001; or
 (2)  the land is offered for sale or exchange, if
 Section 272.001 is not applicable to the sale or exchange.
 (b)  In addition to the advance notice of the proposed
 conveyance to the United States, the political subdivision shall
 submit to the governor a formal request for approval of the sale or
 exchange. The political subdivision may conduct the sale or
 exchange unless the governor gives the political subdivision
 written notice disapproving the sale or exchange. The governor
 must provide written notice of disapproval under this section not
 later than the 30th day after the date the governor receives the
 written request for approval.
 (c)  This section does not apply to the sale or exchange of
 public land for use as a federal post office.
 SECTION 2.  Chapter 272, Local Government Code, is amended
 by adding Section 272.007 to read as follows:
 Sec. 272.007.  INFORMATION ABOUT CERTAIN CONVEYANCES OF LAND
 POSTED ON WEBSITE. (a) The General Land Office shall post
 information relating to the conveyance of any public land by a
 political subdivision to the United States, including land sold or
 exchanged for use as a federal post office, on the agency's Internet
 website. The information must be publicly accessible and include
 the following for each sale or exchange:
 (1)  the entity acquiring the land;
 (2)  the entity offering the land for sale or exchange;
 (3)  the purchase price of the land or the value of the
 property for which the land was exchanged; and
 (4)  the date of the sale or exchange.
 (b)  A political subdivision shall provide the General Land
 Office the information described by Subsection (a) not later than
 the 30th day after the date the land is sold or exchanged.
 (c)  The commissioner of the General Land Office shall adopt
 any rules necessary to implement this section.
 SECTION 3.  The changes in law made by this Act do not apply
 to the sale or exchange of land for which:
 (1)  notice of the offer of the sale or exchange is
 published under Section 272.001, Local Government Code, before the
 effective date of this Act; or
 (2)  the offer of the sale or exchange is made before
 the effective date of this Act, if Section 272.001, Local
 Government Code, does not apply to the sale or exchange.
 SECTION 4.  This Act takes effect September 1, 2017.
