94 HOUSE CONCURRENT RESOLUTION
105 WHEREAS, The Texas population is growing rapidly, and the
116 number of health care providers is not keeping pace; and
127 WHEREAS, Almost 70 percent of Texas counties were wholly or
138 partially designated as primary care Health Professional Shortage
149 Areas in 2015; and
1510 WHEREAS, The Texas Legislature and governor approved $53
1611 million for graduate medical education funding in the 84th
1712 Legislative Session to help address this shortage; and
1813 WHEREAS, Before that investment, the Texas Higher Education
1914 Coordinating Board projected that, by 2016, more than 100 Texas
2015 medical school graduates would not have an opportunity to remain in
2116 state for their residency training due to a lack of first-year
2217 residency positions; and
2318 WHEREAS, In 2015, Texas medical schools awarded 1,692 doctor
2419 of medicine and doctor of osteopathic medicine degrees, and the
2520 state opened two new medical schools in 2016, and an additional four
2621 medical schools may be created in the near future; and
2722 WHEREAS, This new growth in the number of medical school
2823 graduates will all but nullify or outstrip the legislature's recent
2924 efforts to expand graduate medical education and further hinder
3025 Texas' efforts to achieve the goal of 1.1 residency positions for
3126 each medical school graduate; now, therefore, be it
3227 RESOLVED, That the 85th Legislature of the State of Texas
3328 hereby express its support for prioritizing a substantial increase
3429 in funding for graduate medical education before it considers
3530 authorizing the creation and support of additional medical schools
3631 in our state; and, be it further
3732 RESOLVED, That the Texas Legislature charge the Texas Higher
3833 Education Coordinating Board to work with institutions of higher
3934 education and the medical community to achieve the 1.1 to 1 goal for
4035 graduate medical education; and, be it further
4136 RESOLVED, That the Texas secretary of state forward an
4237 official copy of this resolution to all public and private
4338 institutions of higher education in the state.
