4	5		HOUSE CONCURRENT RESOLUTION
5	6		WHEREAS, George Herbert Walker Bush, the 41st president of
6	7		the United States, has served the American people with honor and
7	8		distinction over the course of an exemplary career in public life;
8	9		and
9	10		WHEREAS, Born in Milton, Massachusetts, on June 12, 1924, to
10	11		U.S. Senator Prescott Bush and Dorothy Walker Bush, George H. W.
11	12		Bush hailed from a family with a proud tradition of government and
12	13		business leadership; he attended Phillips Academy in Andover, and
13	14		on his 18th birthday, he enlisted in the U.S. Navy; on earning his
14	15		wings at the completion of flight school, he was among the youngest
15	16		pilots serving in World War II, and he eventually flew a total of 58
16	17		combat missions in the war and earned the Distinguished Flying
17	18		Cross for his bravery in action; and
18	19		WHEREAS, George Bush attended Yale University, where he was a
19	20		member of the Phi Beta Kappa honor society; after graduating with a
20	21		degree in economics in 1948, he found success working in the oil
21	22		industry in West Texas; his entrance into politics came in 1963,
22	23		when he was named chair of the Harris County Republican Party, and
23	24		he was later elected to two terms in the U.S. Congress as a
24	25		representative from Texas; highly respected by his peers in public
25	26		service, he received appointments to a series of high-level
26	27		positions, including ambassador to the United Nations, chair of the
27	28		Republican National Committee, chief of the U.S. Liaison Office in
28	29		China, and director of the Central Intelligence Agency; and
29	30		WHEREAS, This accomplished leader was selected as Ronald
30	31		Reagan's running mate during the 1980 presidential campaign, and in
31	32		his role as vice president of the United States from 1981 to 1989,
32	33		he focused on federal deregulation, antidrug programs, and other
33	34		domestic policy areas; in 1988, he became the Republican nominee
34	35		for president, and following his victory in the November election,
35	36		he took office as the nation's chief executive; and
36	37		WHEREAS, His presidency coincided with a time of many
37	38		significant changes in the world, including the end of the Cold War,
38	39		the dissolution of the Soviet Union, and the fall of the Berlin
39	40		Wall; noted for his skillful handling of foreign affairs, President
40	41		Bush worked toward improved relations with Russia and oversaw the
41	42		U.S. military's removal of Panamanian dictator Manuel Noriega; in
42	43		response to the invasion of Kuwait directed by Iraqi president
43	44		Saddam Hussein in 1990, he assembled an unprecedented coalition of
44	45		32 nations to drive out the Iraqi forces, an action that is widely
45	46		viewed as his greatest presidential achievement; and
46	47		WHEREAS, During and after his time in office, President Bush
47	48		has championed the cause of public and community service; in 2011,
48	49		he was awarded the Presidential Medal of Freedom by President
49	50		Barack Obama in recognition of his efforts to inspire volunteerism
50	51		in communities across the country, and Points of Light, the
51	52		foundation that he established in 1990, continues to engage
52	53		millions of people to become agents of positive change; in 2005, he
53	54		joined forces with former president Bill Clinton to lead a
54	55		fund-raiser for the victims of Hurricane Katrina, and the
55	56		initiative collected more than $100 million in donations in a
56	57		matter of months; and
57	58		WHEREAS, By his side in all his endeavors has been his wife,
58	59		Barbara Bush, whom he married in 1945; the couple are the parents of
59	60		six children, and they have proudly supported the political careers
60	61		of their sons George W. Bush, who served as the 43rd president of
61	62		the United States from 2001 to 2009, and Jeb Bush, who was governor
62	63		of Florida from 1999 to 2007, as well as that of their grandson
63	64		George P. Bush, who was elected Texas land commissioner in 2014; and
64	65		WHEREAS, In President George H. W. Bush's own words, "Any
65	66		definition of a successful life must include serving others," and
66	67		this esteemed statesman has exemplified this ideal through his
67	68		myriad contributions in the public realm; his patriotism and
68	69		principled leadership have made him a revered figure in his adopted
69	70		home state, and the naming of the future building at 1801 Congress
70	71		Avenue in the Capitol Complex would indeed provide a fitting
71	72		tribute to his legacy; now, therefore, be it
72	73		RESOLVED, That the 85th Legislature of the State of Texas
73	74		hereby direct the Texas Facilities Commission to name the future
74	75		building at 1801 Congress Avenue, as shown in the 2016 Texas Capitol
75	76		Complex Master Plan, the George H. W. Bush State Office Building in
76	77		honor of former president George H. W. Bush and his steadfast
77	78		commitment to our state and nation; and, be it further
78	79		RESOLVED, That the secretary of state forward an official
79	80		copy of this resolution to the chair and to the executive director
80	81		of the Texas Facilities Commission.
