5 | 6 | | WHEREAS, Steven F. Chapman is retiring as Waxahachie city |

6 | 7 | | attorney in 2017, concluding a distinguished tenure in municipal |

7 | 8 | | government that has spanned more than half a century; and |

8 | 9 | | WHEREAS, A graduate of Waxahachie High School, Steve Chapman |
---|
9 | 10 | | earned a bachelor's degree in business administration from Southern |
---|
10 | 11 | | Methodist University and a juris doctor degree from the SMU School |
---|
11 | 12 | | of Law; in 1965, he joined the family law firm, Chapman & Chapman, |
---|
12 | 13 | | which was established by his father in 1929, and over the years, he |
---|
13 | 14 | | has practiced in a wide range of legal fields, including business, |
---|
14 | 15 | | real estate, municipal, and wills, probate, and estate planning |
---|
15 | 16 | | law; and |

16 | 17 | | WHEREAS, Mr. Chapman began his career in public service with |

17 | 18 | | his appointment as municipal court judge of Waxahachie in December |
---|
18 | 19 | | 1966, and the following year, he took on the role of city attorney; |

19 | 20 | | over the course of five decades in that position, he has ably |
---|
20 | 21 | | represented the municipality in a host of legal matters while |
---|
21 | 22 | | performing myriad other duties related to local government affairs; |
---|

---|
23 | 24 | | WHEREAS, Despite his busy professional life, Mr. Chapman has |

24 | 25 | | benefited his community as chair of Baylor Medical Center at |
---|
25 | 26 | | Waxahachie and the Sims Library and as president of the Ellis County |
---|
26 | 27 | | Museum, Historic Waxahachie, Inc., the Waxahachie Foundation, and |

27 | 28 | | the local Rotary Club; the recipient of numerous accolades, he was |
---|
28 | 29 | | named Outstanding Citizen of the Year by the Waxahachie Chamber of |
---|
29 | 30 | | Commerce in 1989; and |
---|
30 | 31 | | WHEREAS, Steve Chapman has made a lasting, positive |
---|
31 | 32 | | difference in Waxahachie through his exemplary service as city |
---|
32 | 33 | | attorney, and he may indeed reflect with pride on his many |
---|
33 | 34 | | accomplishments as he embarks on the next exciting chapter of his |
---|
34 | 35 | | life; now, therefore, be it |

35 | 36 | | RESOLVED, That the House of Representatives of the 85th Texas |
