 R E S O L U T I O N
 WHEREAS, Steven F. Chapman is retiring as Waxahachie city
 attorney in 2017, concluding a distinguished tenure in municipal
 government that has spanned more than half a century; and
 WHEREAS, A graduate of Waxahachie High School, Steve Chapman
 earned a bachelor's degree in business administration from Southern
 Methodist University and a juris doctor degree from the SMU School
 of Law; in 1965, he joined the family law firm, Chapman & Chapman,
 which was established by his father in 1929, and over the years, he
 has practiced in a wide range of legal fields, including business,
 real estate, municipal, and wills, probate, and estate planning
 law; and
 WHEREAS, Mr. Chapman began his career in public service with
 his appointment as municipal court judge of Waxahachie in December
 1966, and the following year, he took on the role of city attorney;
 over the course of five decades in that position, he has ably
 represented the municipality in a host of legal matters while
 performing myriad other duties related to local government affairs;
 and
 WHEREAS, Despite his busy professional life, Mr. Chapman has
 benefited his community as chair of Baylor Medical Center at
 Waxahachie and the Sims Library and as president of the Ellis County
 Museum, Historic Waxahachie, Inc., the Waxahachie Foundation, and
 the local Rotary Club; the recipient of numerous accolades, he was
 named Outstanding Citizen of the Year by the Waxahachie Chamber of
 Commerce in 1989; and
 WHEREAS, Steve Chapman has made a lasting, positive
 difference in Waxahachie through his exemplary service as city
 attorney, and he may indeed reflect with pride on his many
 accomplishments as he embarks on the next exciting chapter of his
 life; now, therefore, be it
 RESOLVED, That the House of Representatives of the 85th Texas
 Legislature hereby congratulate Steven F. Chapman on his retirement
 as Waxahachie city attorney and extend to him sincere best wishes
 for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Chapman as an expression of high regard by the
 Texas House of Representatives.
