H.R. No. 1193
R E S O L U T I O N
WHEREAS, Dr. David Abarca of Corpus Christi has contributed
to the welfare of his fellow citizens through his leadership in
several areas of vital concern; and
WHEREAS, An alumnus of the University of Phoenix, Dr. Abarca
earned a bachelor's degree in business administration, a master's
degree in computer information systems, and a doctorate in
education leadership; he has served as president of Cyber Security
Solutions since 1999, and in 2002, he joined the faculty of Del Mar
College, where he currently works as director of the cybersecurity
program and as an associate professor of computer science; and
WHEREAS, Widely respected in his field, Dr. Abarca has served
on the Texas Cybersecurity, Education and Economic Development
Council for the past six years; moreover, in February 2017, he was
selected by the FBI to head the Coastal Bend Special Interest Group
of the bureau's Houston InfraGard program, an initiative designed
to help protect our nation's infrastructure; and
WHEREAS, In observance of Breast Cancer Awareness Month in
October 2016, Dr. Abarca generously volunteered his time as an
organizer for the Del Mar College Rocks Pink drive, which was part
of the national Real Men Wear Pink campaign of the American Cancer
Society; for the second consecutive year, he ardently promoted
awareness of the fund-raiser by dyeing his hair and beard pink, and
he went on to successfully collect an average of $100 per day that
month; he was later honored for his outstanding efforts by the Del
Mar College Board of Regents; and
WHEREAS, Dr. David Abarca has set a sterling example of civic
engagement, and it is truly a pleasure to honor him for his efforts
to help advance national security and cancer research; now,
therefore, be it
RESOLVED, That the House of Representatives of the 85th Texas
Legislature hereby commend Dr. David Abarca on his significant
contributions to the public good and extend to him sincere best
wishes for the future; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Abarca as an expression of high regard by the Texas
House of Representatives.
