| 5 | 6 | | WHEREAS, A rich and purposeful life has drawn to a close with |

| 6 | 7 | | the passing of Charles Loyd Graham of Normangee on May 6, 2017, at |

| 7 | 8 | | the age of 74; and |

| 8 | 9 | | WHEREAS, Born in Houston on September 19, 1942, Mr. Graham |
|---|
| 9 | 10 | | was the son of George Graham and Mattie Ruth Graham; he served in |
|---|
| 10 | 11 | | the United States Navy from 1960 to 1963, and following his |
|---|
| 11 | 12 | | honorable discharge from the armed forces, he joined the Texas |
|---|
| 12 | 13 | | Department of Public Safety; held in high regard by his colleagues |
|---|
| 13 | 14 | | in the department, he rose through the ranks to become chief of the |
|---|
| 14 | 15 | | Traffic Law Enforcement Division in 2000; an inspiring leader, he |
|---|
| 15 | 16 | | set high standards for his troopers and helped them surpass their |
|---|
| 16 | 17 | | own expectations for achievement; many of those who worked under |
|---|
| 17 | 18 | | him advanced in positions of responsibility; he retired in 2002, |
|---|
| 18 | 19 | | concluding a distinguished career of nearly four decades; and |
|---|
| 19 | 20 | | WHEREAS, Charles Graham married Clara Lynette "Penny" |
|---|
| 20 | 21 | | Broderhausen on March 12, 1966, and they shared a rewarding |
|---|
| 21 | 22 | | marriage of nearly 50 years before her passing in 2015; the couple |
|---|
| 22 | 23 | | became the proud parents of two sons, Robert and Scott, and |
|---|
| 23 | 24 | | Mr. Graham knew the joy of welcoming into his family four |
|---|
| 24 | 25 | | grandchildren, John, Katelynn, Haley, and Aubrey; and |
|---|
| 25 | 26 | | WHEREAS, Active in his church and his community, this |
|---|
| 26 | 27 | | esteemed Texan maintained dual membership in two Masonic lodges, |
|---|
| 27 | 28 | | Rogers Prairie No. 540 and DeWitt Clinton No. 29; he was always |
|---|
| 28 | 29 | | willing to help others, and he frequently put his abilities as a |
|---|
| 29 | 30 | | carpenter and cook at the service of friends and family; from his |
|---|
| 30 | 31 | | earliest years, he loved the outdoors, and he enjoyed fishing, |
|---|
| 31 | 32 | | hunting, and spending time at his farm; and |
|---|
| 32 | 33 | | WHEREAS, Charles Graham brought to all his endeavors not only |
|---|
| 33 | 34 | | great skill but also the highest standards and an unfailing |
|---|
| 34 | 35 | | generosity of spirit, and those who were privileged to share in his |
|---|
| 35 | 36 | | love and affection will forever hold him close in their hearts; now, |
|---|
| 36 | 37 | | therefore, be it |

| 37 | 38 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 38 | 39 | | Legislature hereby pay tribute to the life of Charles Loyd Graham |

| 39 | 40 | | and extend sincere condolences to all who mourn his passing; and, be |
