H.R. No. 2340 R E S O L U T I O N WHEREAS, David A. Byrnes retired as sheriff of Kaufman County on December 31, 2016, drawing to a close 16 years of distinguished service in that office; and WHEREAS, Mr. Byrnes began his career in law enforcement as a patrol deputy for the Tarrant County Sheriff's Office in 1969; the following year, he accepted a post with the Texas Department of Public Safety, and he worked as a highway patrolman in Pecos, Denton, and Fort Davis before joining the Texas Rangers Division in 1979; he went on to earn promotion to lieutenant and then captain, and he ably served as the task force commander in charge of the Branch Davidian investigation in Waco in 1993; and WHEREAS, This esteemed Texan retired from the rangers in 1996, and in 2000 he was elected as Kaufman County sheriff; in that role, he ably executed his many duties, and his outstanding efforts garnered him the respect and loyalty of area voters, who returned him to office for three additional terms; and WHEREAS, David Byrnes exemplified the highest ideals of his profession throughout a career that spanned nearly half a century, and in so doing, he immeasurably contributed to the many communities in which he served; now, therefore, be it RESOLVED, That the House of Representatives of the 85th Texas Legislature hereby congratulate David A. Byrnes on his retirement as sheriff of Kaufman County and extend to him sincere best wishes for continued happiness and fulfillment; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Byrnes as an expression of high regard by the Texas House of Representatives.
