| 5 | 6 | | WHEREAS, The 100th birthday of an esteemed Texan is indeed |

| 8 | 9 | | WHEREAS, Born in 1917, Frankie Smith raised her family in the |

| 9 | 10 | | Acres Homes neighborhood, where she continues to reside; a |

| 10 | 11 | | matriarch beloved by many, she is affectionately known as "MoMa |

| 11 | 12 | | Dear"; and |

| 12 | 13 | | WHEREAS, The founder of Frankie's Fashions, Mrs. Smith has |

| 13 | 14 | | enjoyed a many-faceted career that has also encompassed endeavors |

| 14 | 15 | | with such firms as Je La Beaux Talent Agency, Texas Arts and |
|---|
| 15 | 16 | | Entertainment, Total Health Care, Down Home Tour, GrapeVine Media |

| 16 | 17 | | and Publishing, Vel-Rays Properties, and the Smith-Whigham |

| 17 | 18 | | Foundation; she takes particular pride in her employment with the |

| 18 | 19 | | family of former state representative Sylvester Turner, now mayor |

| 19 | 20 | | of Houston; and |
|---|
| 20 | 21 | | WHEREAS, Deeply committed to her community, Mrs. Smith has |

| 21 | 22 | | been engaged in civic life, education advocacy, and charitable |

| 22 | 23 | | causes; she has served as honorary chair for Living Word |

| 23 | 24 | | Ministries, and she is considered the mother of her church, where |

| 25 | 26 | | WHEREAS, Frankie Smith is blessed with the affection of a |

| 26 | 27 | | host of loved ones, and, sustained by her strong faith, she has |

| 27 | 28 | | gracefully reached the century mark and continues to enrich the |

| 28 | 29 | | lives of all who are fortunate enough to know her; now, therefore, |
