| 5 | 6 | | WHEREAS, Residents of Marshall lost an admired civic leader, |

| 8 | 9 | | WHEREAS, Born in Kankakee, Illinois, on January 3, 1942, |

| 9 | 10 | | Frank Lower was the son of Frederick and Nellie Lower; he grew up in |
|---|
| 10 | 11 | | Colorado and completed his bachelor's and master's degrees at Adams |
|---|
| 11 | 12 | | State University before going on to earn his doctorate from Florida |
|---|
| 12 | 13 | | State University; on February 3, 1967, he married the love of his |
|---|
| 13 | 14 | | life, Jacquelyn Dean Lower, and the couple became the proud parents |
|---|
| 14 | 15 | | of three children, Laura, Malcolm, and Frank; and |
|---|
| 15 | 16 | | WHEREAS, Dr. Lower taught at Georgia State University, |

| 16 | 17 | | Metropolitan State University of Denver, Union University in |

| 17 | 18 | | Tennessee, and Louisiana State University Shreveport before |

| 18 | 19 | | joining the communications department faculty of East Texas Baptist |

| 19 | 20 | | University in 1991; he served as chair of the department, and under |

| 20 | 21 | | his leadership, ETBU launched its annual Christian Writers |

| 21 | 22 | | Conference; following his retirement in 2006, he continued to teach |

| 22 | 23 | | part-time for four more years; he established a strong rapport with |

| 23 | 24 | | his students and was always willing to listen to their concerns; and |

| 24 | 25 | | WHEREAS, A dedicated journalist, Dr. Lower covered both news |

| 25 | 26 | | and sports for KMHT until his passing; he was extremely |

| 26 | 27 | | knowledgeable about county government, and his distinctive voice |

| 27 | 28 | | and passion for sports made his game broadcasts exciting for fans; |

| 28 | 29 | | he was an enthusiastic supporter of local teams, and he faithfully |

| 29 | 30 | | attended Marshall Lady Mavericks and Harleton Wildcats softball |

| 30 | 31 | | games, at home and away; win or lose, he offered kind encouragement |

| 31 | 32 | | to the young athletes, their parents, and their coaches, and he |

| 32 | 33 | | earned the affectionate nickname "Dr. Frankensports"; and |

| 33 | 34 | | WHEREAS, Dr. Lower served on the board of the Marshall Depot |

| 34 | 35 | | Museum and worked tirelessly on projects such as the Santa at the |

| 35 | 36 | | Depot event; moreover, he served as president and as secretary of |

| 36 | 37 | | the Marshall Regional Arts Council, and he was an active member of |

| 37 | 38 | | the Marshall Lions Club; he gave generously of his time and talents |

| 38 | 39 | | to the Marshall Chamber of Commerce, acting as a judge at its |

| 39 | 40 | | FireAnt Festival and performing in plays he wrote at Wonderland of |

| 40 | 41 | | Lights events; in recognition of his contributions, the |
|---|
| 41 | 42 | | organization presented him with its annual Mover and Shaker award; |

| 42 | 43 | | he was a valued member of First Baptist Church as well; and |

| 43 | 44 | | WHEREAS, Deeply devoted to his family and his community, |

| 44 | 45 | | Frank Lower made a meaningful difference in the lives of his loved |

| 45 | 46 | | ones and fellow citizens alike, and those who were privileged to |

| 46 | 47 | | know him will forever treasure their memories of his |

| 47 | 48 | | thoughtfulness, warmth, and wonderful sense of humor; now, |
