45 R E S O L U T I O N
56 WHEREAS, Residents of Marshall lost an admired civic leader,
67 educator, and broadcaster with the death of Frank John Lower on
78 August 16, 2016, at the age of 74; and
89 WHEREAS, Born in Kankakee, Illinois, on January 3, 1942,
910 Frank Lower was the son of Frederick and Nellie Lower; he grew up in
1011 Colorado and completed his bachelor's and master's degrees at Adams
1112 State University before going on to earn his doctorate from Florida
1213 State University; on February 3, 1967, he married the love of his
1314 life, Jacquelyn Dean Lower, and the couple became the proud parents
1415 of three children, Laura, Malcolm, and Frank; and
1516 WHEREAS, Dr. Lower taught at Georgia State University,
1617 Metropolitan State University of Denver, Union University in
1718 Tennessee, and Louisiana State University Shreveport before
1819 joining the communications department faculty of East Texas Baptist
1920 University in 1991; he served as chair of the department, and under
2021 his leadership, ETBU launched its annual Christian Writers
2122 Conference; following his retirement in 2006, he continued to teach
2223 part-time for four more years; he established a strong rapport with
2324 his students and was always willing to listen to their concerns; and
2425 WHEREAS, A dedicated journalist, Dr. Lower covered both news
2526 and sports for KMHT until his passing; he was extremely
2627 knowledgeable about county government, and his distinctive voice
2728 and passion for sports made his game broadcasts exciting for fans;
2829 he was an enthusiastic supporter of local teams, and he faithfully
2930 attended Marshall Lady Mavericks and Harleton Wildcats softball
3031 games, at home and away; win or lose, he offered kind encouragement
3132 to the young athletes, their parents, and their coaches, and he
3233 earned the affectionate nickname "Dr. Frankensports"; and
3334 WHEREAS, Dr. Lower served on the board of the Marshall Depot
3435 Museum and worked tirelessly on projects such as the Santa at the
3536 Depot event; moreover, he served as president and as secretary of
3637 the Marshall Regional Arts Council, and he was an active member of
3738 the Marshall Lions Club; he gave generously of his time and talents
3839 to the Marshall Chamber of Commerce, acting as a judge at its
3940 FireAnt Festival and performing in plays he wrote at Wonderland of
4041 Lights events; in recognition of his contributions, the
4142 organization presented him with its annual Mover and Shaker award;
4243 he was a valued member of First Baptist Church as well; and
4344 WHEREAS, Deeply devoted to his family and his community,
4445 Frank Lower made a meaningful difference in the lives of his loved
4546 ones and fellow citizens alike, and those who were privileged to
4647 know him will forever treasure their memories of his
4748 thoughtfulness, warmth, and wonderful sense of humor; now,
4849 therefore, be it
4950 RESOLVED, That the House of Representatives of the 85th Texas
5051 Legislature hereby pay tribute to the life of Frank Lower and extend
5152 sincere condolences to the members of his family: to his wife,
5253 Jacquelyn Lower; to his children, Laura Dean Lower and her husband,
5354 Daniel Dohner, Malcolm Frederick Lower and his wife, Brandy, and
5455 Frank Garrison Lower and his wife, Lydia; to his grandchildren,
5556 Aaron and Jacquelyn Dohner and Amelia, Emery, Makenna, Henry, and
5657 Maya Lower; to his sister, Jennifer Lower Weirick, and her husband,
5758 Vance; and to his many other relatives and friends; and, be it
5859 further
5960 RESOLVED, That an official copy of this resolution be
6061 prepared for his family and that when the Texas House of
6162 Representatives adjourns this day, it do so in memory of Frank
6263 Lower.
