| 5 | 6 | | WHEREAS, Ben Utley has ably served his fellow Texans as |

| 8 | 9 | | WHEREAS, Mr. Utley's resourcefulness and initiative have |

| 10 | 11 | | carrying forth Representative Villalba's legislative agenda have |

| 11 | 12 | | helped address issues facing citizens across the Lone Star State; |
