| 5 | 6 | | WHEREAS, Charmaine LeBlanc of Houston has greatly benefited |

| 8 | 9 | | WHEREAS, A voluntary homeowners group, the SCA is dedicated |

| 9 | 10 | | to the betterment of Sharpstown, a master-planned community |

| 10 | 11 | | established in 1955 that remains one of the country's largest |

| 11 | 12 | | subdivisions; the civic association provides a variety of services, |

| 12 | 13 | | including deed restriction enforcement, security patrols, mosquito |
|---|
| 13 | 14 | | fogging, neighborhood beautification initiatives, and monthly |
|---|
| 14 | 15 | | meetings featuring programs of interest to residents; and |
|---|
| 15 | 16 | | WHEREAS, Ms. LeBlanc has demonstrated exceptional dedication |

| 16 | 17 | | in her role as SCA vice president for the 2016-2017 term; in |

| 17 | 18 | | addition, she has helped to organize events and serves as editor of |

| 18 | 19 | | the newsletter, The Scan, and as a member of the safety and security |

| 19 | 20 | | committee; during the 85th Legislative Session, she represented the |

| 20 | 21 | | SCA before the House Urban Affairs Committee, testifying in support |

| 21 | 22 | | of House Bill 714, regarding parking ordinances, and she gave |

| 22 | 23 | | generously of her time and expertise to promote its advancement |

| 24 | 25 | | WHEREAS, The strength and vibrancy of our communities are |

| 25 | 26 | | enhanced by the devoted efforts of individuals such as Charmaine |

| 26 | 27 | | LeBlanc, whose tireless work has contributed immeasurably to the |

| 27 | 28 | | quality of life in Sharpstown; now, therefore, be it |

| 28 | 29 | | RESOLVED, That the House of Representatives of the 85th Texas |
