 R E S O L U T I O N
 BE IT RESOLVED by the House of Representatives of the State of
 Texas, 85th Legislature, Regular Session, 2017, That House Rule 13,
 Section 9(a), be suspended in part as provided by House Rule 13,
 Section 9(f), to enable the conference committee appointed to
 resolve the differences on House Bill 555 (an additional fee for
 issuing a marriage license to applicants who are not residents of
 this state and the form of a marriage license and application for a
 marriage license) to consider and take action on the following
 matter:
 House Rule 13, Section 9(a)(1), is suspended to permit the
 committee to amend text not in disagreement in proposed SECTION 6 of
 the bill to read as follows:
 SECTION 6.  The change in law made by this Act applies only
 to a marriage license issued on or after January 1, 2019. A
 marriage license issued before January 1, 2019, is governed by the
 law in effect immediately before the effective date of this Act, and
 the former law is continued in effect for that purpose.
 Explanation: This change is necessary to delay
 implementation of the bill until January 1, 2019.
