| 9 | 10 | | WHEREAS, Each year, this contest showcases hundreds of young |

| 10 | 11 | | mariachi musicians from across the nation who gather to compete in |

| 11 | 12 | | vocal, group, and songwriting categories; considered the world's |

| 12 | 13 | | largest and most prestigious such event, the Mariachi Vargas |

| 13 | 14 | | Extravaganza also features workshops as well as performances by a |

| 14 | 15 | | number of major artists; and |

| 15 | 16 | | WHEREAS, A student at Rio Grande City High School, Ms. Juarez |

| 16 | 17 | | took home top honors in the high school vocalist competition after |

| 17 | 18 | | dazzling a panel of judges with her skilled musicianship and |

| 18 | 19 | | technical facility; in winning the title, she also earned the |

| 19 | 20 | | opportunity to perform in concert with the renowned Mariachi Vargas |

|---|
| 21 | 22 | | WHEREAS, Kassandra Juarez has demonstrated a steadfast |

| 22 | 23 | | commitment to excellence in developing her musical talent, and her |

| 24 | 25 | | promise; now, therefore, be it |
