| 10 | 11 | | and Marianne Stambaugh and an aerospace engineer at the Johns |

| 11 | 12 | | Hopkins University Applied Physics Laboratory; the son of Dr. Peter |

| 12 | 13 | | Chang and the Honorable Theresa Chang, Winston Chang is a |

| 14 | 15 | | WHEREAS, Active in their community, the newlyweds serve as |

| 16 | 17 | | Frisbee teams and organizations; they have also participated in the |

| 17 | 18 | | Fannie Mae Help the Homeless Walkathon and the DC101 Chili |

| 18 | 19 | | Cook-Off; the bride has generously shared her passion for science, |

| 19 | 20 | | technology, engineering, and mathematics as a guest speaker at |

| 20 | 21 | | schools, as a science fair judge, and as a member of numerous |

| 21 | 22 | | professional and service organizations; the groom has volunteered |

| 22 | 23 | | in local schools and community centers in conjunction with Deloitte |

| 24 | 25 | | WHEREAS, Mr. Chang and Ms. Stambaugh share a profound bond of |
