| 5 | 6 | | WHEREAS, Troy D. Evans of the Round Rock Police Department is |

| 6 | 7 | | retiring from his position as assistant chief, following an |

| 7 | 8 | | exemplary career in law enforcement that has spanned nearly three |

| 8 | 9 | | decades; and |
|---|
| 9 | 10 | | WHEREAS, Mr. Evans joined the department on May 2, 1988, and |
|---|
| 10 | 11 | | over the years, he has risen steadily through the ranks, serving as |
|---|
| 11 | 12 | | corporal, patrol sergeant, K-9 unit senior sergeant, traffic |
|---|
| 12 | 13 | | enforcement detail senior sergeant, lieutenant, patrol captain, |
|---|
| 13 | 14 | | and criminal investigations captain; he was named assistant chief |
|---|
| 14 | 15 | | of police in November 2011; and |
|---|
| 15 | 16 | | WHEREAS, His impressive list of accomplishments includes |
|---|
| 16 | 17 | | helping to implement the Field Training Officer and Leadership |
|---|
| 17 | 18 | | Development Programs, the first traffic enforcement detail, and the |
|---|
| 18 | 19 | | IMPACT Unit, as well as refining the recruitment process and |
|---|
| 19 | 20 | | developing a new performance evaluation process for both |
|---|
| 20 | 21 | | commissioned and civilian personnel; and |
|---|
| 21 | 22 | | WHEREAS, Assistant Chief Evans completed more than 2,100 |
|---|
| 22 | 23 | | hours of Texas Commission on Law Enforcement-approved training, and |
|---|
| 23 | 24 | | he earned certification as a TCOLE instructor; in addition, he |
|---|
| 24 | 25 | | holds an associate degree in mechanical engineering technology from |
|---|
| 25 | 26 | | Texas State Technical College and a bachelor's degree in |
|---|
| 26 | 27 | | organizational leadership from Mountain State University; and |
|---|
| 27 | 28 | | WHEREAS, In all his endeavors, this esteemed Texan has |
|---|
| 28 | 29 | | enjoyed the love and support of his wife, Yvonne, and he takes |
|---|
| 29 | 30 | | tremendous pride in their two children, Cheyenne and Travis; and |
|---|
| 30 | 31 | | WHEREAS, Assistant Chief Evans has exemplified the highest |
|---|
| 31 | 32 | | ideals of the law enforcement profession and contributed |
|---|
| 32 | 33 | | immeasurably to the safety and well-being of his fellow Texans, and |
|---|
| 33 | 34 | | he may indeed reflect with pride on a career well spent; now, |

| 34 | 35 | | therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 36 | 37 | | Legislature hereby congratulate Troy D. Evans on his retirement |

| 37 | 38 | | from the Round Rock Police Department and extend to him sincere best |

| 38 | 39 | | wishes for the future; and, be it further |
