45 R E S O L U T I O N
56 WHEREAS, Troy D. Evans of the Round Rock Police Department is
67 retiring from his position as assistant chief, following an
78 exemplary career in law enforcement that has spanned nearly three
89 decades; and
910 WHEREAS, Mr. Evans joined the department on May 2, 1988, and
1011 over the years, he has risen steadily through the ranks, serving as
1112 corporal, patrol sergeant, K-9 unit senior sergeant, traffic
1213 enforcement detail senior sergeant, lieutenant, patrol captain,
1314 and criminal investigations captain; he was named assistant chief
1415 of police in November 2011; and
1516 WHEREAS, His impressive list of accomplishments includes
1617 helping to implement the Field Training Officer and Leadership
1718 Development Programs, the first traffic enforcement detail, and the
1819 IMPACT Unit, as well as refining the recruitment process and
1920 developing a new performance evaluation process for both
2021 commissioned and civilian personnel; and
2122 WHEREAS, Assistant Chief Evans completed more than 2,100
2223 hours of Texas Commission on Law Enforcement-approved training, and
2324 he earned certification as a TCOLE instructor; in addition, he
2425 holds an associate degree in mechanical engineering technology from
2526 Texas State Technical College and a bachelor's degree in
2627 organizational leadership from Mountain State University; and
2728 WHEREAS, In all his endeavors, this esteemed Texan has
2829 enjoyed the love and support of his wife, Yvonne, and he takes
2930 tremendous pride in their two children, Cheyenne and Travis; and
3031 WHEREAS, Assistant Chief Evans has exemplified the highest
3132 ideals of the law enforcement profession and contributed
3233 immeasurably to the safety and well-being of his fellow Texans, and
3334 he may indeed reflect with pride on a career well spent; now,
3435 therefore, be it
3536 RESOLVED, That the House of Representatives of the 85th Texas
3637 Legislature hereby congratulate Troy D. Evans on his retirement
3738 from the Round Rock Police Department and extend to him sincere best
3839 wishes for the future; and, be it further
3940 RESOLVED, That an official copy of this resolution be
4041 prepared for Assistant Chief Evans as an expression of high regard
4142 by the Texas House of Representatives.
