| 11 | 12 | | policies and programs that promote equal educational opportunity |

| 12 | 13 | | and academic excellence for bilingual and ESOL students; it engages |

| 13 | 14 | | in analysis of bilingual and bicultural instruction in Texas |

| 14 | 15 | | schools and facilitates the exchange of ideas and information |

| 16 | 17 | | WHEREAS, The organization studies legislation at both the |
