| 13 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 9 | | SECTION 1. Chapter 322, Government Code, is amended by |
|---|
| 15 | 10 | | adding Section 322.025 to read as follows: |
|---|
| 16 | 11 | | Sec. 322.025. REPORT ON SPENDING REDUCTION MEASURES. |
|---|
| 17 | 12 | | (a) Not later than September 1 of each even-numbered year, each |
|---|
| 18 | 13 | | entity that is required to submit a legislative appropriations |
|---|
| 19 | 14 | | request shall submit to the board a detailed report identifying |
|---|
| 20 | 15 | | measures by which the entity may reduce its expenditures from |
|---|
| 21 | 16 | | general revenue and general revenue-dedicated accounts by 1 |
|---|
| 22 | 17 | | percent, 5 percent, and 10 percent in the next state fiscal |
|---|
| 23 | 18 | | biennium. |
|---|
| 24 | 19 | | (b) An entity described by Subsection (a) shall rank each of |
|---|
| 25 | 20 | | the 1 percent, 5 percent, and 10 percent spending reduction |
|---|
| 26 | 21 | | measures from highest to lowest priority. The entity shall assign |
|---|
| 27 | 22 | | higher priority to measures that: |
|---|
| 28 | 23 | | (1) have fewer consequences for the entity's programs |
|---|
| 29 | 24 | | and goals; |
|---|
| 30 | 25 | | (2) have less impact on populations served by the |
|---|
| 31 | 26 | | entity; or |
|---|
| 32 | 27 | | (3) eliminate redundancies and inefficiencies. |
|---|
| 33 | 28 | | (c) An entity described by Subsection (a) may not include in |
|---|
| 34 | 29 | | the report a spending reduction measure that would violate the |
|---|
| 35 | 30 | | state or federal constitution. |
|---|
| 36 | 31 | | (d) The board may exempt certain expenditures from |
|---|
| 37 | 32 | | consideration under this section. |
|---|
| 38 | 33 | | (e) The board may issue guidance regarding: |
|---|
| 39 | 34 | | (1) standards for reports required by this section, |
|---|
| 40 | 35 | | including format, content, and methods of submission; and |
|---|
| 41 | 36 | | (2) prioritizing spending reduction measures under |
|---|
| 42 | 37 | | Subsection (b). |
|---|
| 43 | 38 | | (f) The board may require an entity to submit the report |
|---|
| 44 | 39 | | under this section with the entity's legislative appropriations |
|---|
| 45 | 40 | | request. |
|---|
| 46 | 41 | | (g) Not later than December 1 of each even-numbered year, |
|---|
| 47 | 42 | | the board shall make reports received under this section available |
|---|
| 48 | 43 | | to the governor, lieutenant governor, speaker of the house of |
|---|
| 49 | 44 | | representatives, and members of the legislature. |
|---|
| 50 | 45 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 51 | 46 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 52 | 47 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 53 | 48 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 54 | 49 | | Act takes effect September 1, 2017. |
