 A BILL TO BE ENTITLED
 AN ACT
 relating to the eligibility of certain persons younger than 18
 years of age to preregister to vote.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 13.001(b), Election Code, is amended to
 read as follows:
 (b)  To be eligible to apply for registration, a person must,
 on the date the registration application is submitted to the
 registrar, be at least 15 [17] years [and 10 months] of age and
 satisfy the requirements of Subsection (a) except for age.
 SECTION 2.  Section 521.222, Transportation Code, is amended
 by adding Subsection (i) to read as follows:
 (i)  At the time the department issues a learner license to a
 person described by Subsection (a), the department shall inform the
 person that the person may be eligible to apply for registration to
 vote under Section 13.001, Election Code.
 SECTION 3.  This Act takes effect September 1, 2017.
