| 6 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 9 | | SECTION 1. Sections 21.003(a) and (b), Transportation Code, |
|---|
| 8 | 10 | | are amended to read as follows: |
|---|
| 9 | 11 | | (a) The aviation advisory committee consists of [six] |
|---|
| 10 | 12 | | members appointed by the commission to advise the commission and |
|---|
| 11 | 13 | | the department on aviation matters. The commission by rule shall |
|---|
| 12 | 14 | | determine the number of members of the committee. |
|---|
| 13 | 15 | | (b) A majority of the members of the committee [member] must |
|---|
| 14 | 16 | | have five years of successful experience as: |
|---|
| 15 | 17 | | (1) an aircraft pilot; |
|---|
| 16 | 18 | | (2) an aircraft facilities manager; or |
|---|
| 17 | 19 | | (3) a fixed-base operator. |
|---|
| 18 | 20 | | SECTION 2. Not later than September 1, 2018, the Texas |
|---|
| 19 | 21 | | Transportation Commission shall adopt the rules required by Section |
|---|
| 20 | 22 | | 21.003(a), Transportation Code, as amended by this Act. |
|---|
| 21 | 23 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 22 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 23 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 24 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 25 | 27 | | Act takes effect September 1, 2017. |
