 license plate.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 504.943, Transportation Code, is amended
by amending Subsection (b) and adding Subsection (b-1) to read as
 follows:
 (b) A person commits an offense if the person operates on a
public highway during a registration period a road tractor, a

a license plate that does not display a license plate that:
 (1) has been assigned by the department for the
 period; and
 (2) complies with department rules regarding the
 placement of license plates.

means a feature of the exterior front or rear of a motor vehicle to
which a person can fasten a license plate as required by rules
regarding the placement of license plates adopted by the board
under Section 504.010(c). The term does not include a feature if a

An offense committed before the effective date of this Act is
governed by the law in effect on the date the offense was committed,
and the former law is continued in effect for that purpose. For
purposes of this section, an offense was committed before the
effective date of this Act if any element of the offense occurred
 before that date.
SECTION 3. This Act takes effect September 1, 2017.
