55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study to identify and address inefficiencies in state
88 health care regulations.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The Health and Human Services Commission
1111 shall conduct a study to identify redundant, inefficient, or
1212 obsolete health care regulations and shall make recommendations to
1313 the legislature for revising or eliminating the regulations to
1414 improve the delivery of health care in the state.
1515 (b) The executive commissioner of the Health and Human
1616 Services Commission:
1717 (1) shall hold public meetings as necessary to receive
1818 testimony from stakeholders and to develop the recommendations
1919 required by Subsection (a) of this section; and
2020 (2) may seek assistance in evaluating testimony and
2121 developing recommendations from the Department of State Health
2222 Services, the Texas Department of Licensing and Regulation, any
2323 other agency that regulates health care, and any board that
2424 regulates health care professionals.
2525 (c) Not later than September 1, 2018, the executive
2626 commissioner of the Health and Human Services Commission shall
2727 submit a report to the legislature containing conclusions regarding
2828 the effectiveness of the state's health care regulations and
2929 recommendations for revising or eliminating ineffective
3030 regulations.
3131 (d) This section expires January 1, 2019.
3232 SECTION 2. This Act takes effect September 1, 2017.
