7 | 7 | | relating to a study to identify and address inefficiencies in state |
---|
8 | 8 | | health care regulations. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. (a) The Health and Human Services Commission |
---|
11 | 11 | | shall conduct a study to identify redundant, inefficient, or |
---|
12 | 12 | | obsolete health care regulations and shall make recommendations to |
---|
13 | 13 | | the legislature for revising or eliminating the regulations to |
---|
14 | 14 | | improve the delivery of health care in the state. |
---|
15 | 15 | | (b) The executive commissioner of the Health and Human |
---|
16 | 16 | | Services Commission: |
---|
17 | 17 | | (1) shall hold public meetings as necessary to receive |
---|
18 | 18 | | testimony from stakeholders and to develop the recommendations |
---|
19 | 19 | | required by Subsection (a) of this section; and |
---|
20 | 20 | | (2) may seek assistance in evaluating testimony and |
---|
21 | 21 | | developing recommendations from the Department of State Health |
---|
22 | 22 | | Services, the Texas Department of Licensing and Regulation, any |
---|
23 | 23 | | other agency that regulates health care, and any board that |
---|
24 | 24 | | regulates health care professionals. |
---|
25 | 25 | | (c) Not later than September 1, 2018, the executive |
---|
26 | 26 | | commissioner of the Health and Human Services Commission shall |
---|
27 | 27 | | submit a report to the legislature containing conclusions regarding |
---|
28 | 28 | | the effectiveness of the state's health care regulations and |
---|
29 | 29 | | recommendations for revising or eliminating ineffective |
---|
30 | 30 | | regulations. |
---|
31 | 31 | | (d) This section expires January 1, 2019. |
---|
32 | 32 | | SECTION 2. This Act takes effect September 1, 2017. |
