2017S0423-1 03/08/17 By: Kolkhorst S.B. No. 1573 A BILL TO BE ENTITLED AN ACT relating to a study to identify and address inefficiencies in state health care regulations. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. (a) The Health and Human Services Commission shall conduct a study to identify redundant, inefficient, or obsolete health care regulations and shall make recommendations to the legislature for revising or eliminating the regulations to improve the delivery of health care in the state. (b) The executive commissioner of the Health and Human Services Commission: (1) shall hold public meetings as necessary to receive testimony from stakeholders and to develop the recommendations required by Subsection (a) of this section; and (2) may seek assistance in evaluating testimony and developing recommendations from the Department of State Health Services, the Texas Department of Licensing and Regulation, any other agency that regulates health care, and any board that regulates health care professionals. (c) Not later than September 1, 2018, the executive commissioner of the Health and Human Services Commission shall submit a report to the legislature containing conclusions regarding the effectiveness of the state's health care regulations and recommendations for revising or eliminating ineffective regulations. (d) This section expires January 1, 2019. SECTION 2. This Act takes effect September 1, 2017.
