 A BILL TO BE ENTITLED
 AN ACT
 relating to a government course for public school students enrolled
 at the fifth and eighth grade levels.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 28.002, Education Code, is amended by
 adding Subsection (c-3) to read as follows:
 (c-3)  The State Board of Education shall adopt rules
 requiring students enrolled in grade levels five and eight to
 complete at least one semester course on government during those
 grade levels as part of a district's social studies curriculum. The
 course must include the essential knowledge and skills adopted for
 the government course required for high school students under
 Section 28.025(b-1)(4), adjusted as appropriate for age.
 SECTION 2.  This Act applies beginning with the 2018-2019
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
