| 9 | 9 | SECTION 1. Section 128.001, Election Code, is amended by | |
| 10 | 10 | adding Subsection (d) to read as follows: | |
| 11 | 11 | (d) The secretary of state shall compile a list of uniform | |
| 12 | 12 | procedures prescribed under this section for conducting an | |
| 13 | 13 | election; for reconciliation of votes; and for the canvassing of | |
| 14 | 14 | votes. The list of procedures must apply uniformly across the | |
| 15 | 15 | state. | |
| 16 | 16 | SECTION 2. Section 128.001, Election Code, is amended by | |
| 17 | 17 | adding Subsection (e) to read as follows: | |
| 18 | 18 | (e) Notwithstanding any other law, the list of procedures | |
| 19 | 19 | required by Subsection (d) shall include procedures for: | |
| 20 | 20 | (1) Conducting an election; | |
| 21 | 21 | (2) Recalculation of votes; | |
| 22 | 22 | (3) Canvassing of votes; | |
| 23 | 23 | (4) Rights and responsibilities of poll watchers. | |
| 24 | 24 | SECTION 3. This Act takes effect September 1, 2017. |
