| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. (a) Beginning on the effective date of this |
|---|
| 10 | 12 | | Act, the directors of the Angelina County Water Control and |
|---|
| 11 | 13 | | Improvement District No. 3 shall wind up the affairs of the |
|---|
| 12 | 14 | | district. |
|---|
| 13 | 15 | | (b) On the 30th day after the effective date of this Act: |
|---|
| 14 | 16 | | (1) the Angelina County Water Control and Improvement |
|---|
| 15 | 17 | | District No. 3 is dissolved; |
|---|
| 16 | 18 | | (2) the terms of the directors of the district expire; |
|---|
| 17 | 19 | | and |
|---|
| 18 | 20 | | (3) all assets and liabilities of the district are |
|---|
| 19 | 21 | | transferred to the Angelina County Fresh Water Supply District No. |
|---|
| 20 | 22 | | 1. |
|---|
| 21 | 23 | | SECTION 2. Subtitle B, Title 6, Special District Local Laws |
|---|
| 22 | 24 | | Code, is amended by adding Chapter 6918 to read as follows: |

| 23 | 25 | | CHAPTER 6918. ANGELINA COUNTY FRESH WATER SUPPLY DISTRICT NO. 1; |

| 24 | 26 | | TERRITORY |
|---|
| 25 | 27 | | Sec. 6918.001. DEFINITION. In this chapter, "district" |
|---|
| 26 | 28 | | means the Angelina County Fresh Water Supply District No. 1. |
|---|
| 27 | 29 | | Sec. 6918.002. ADDITIONAL TERRITORY. On the effective date |
|---|
| 28 | 30 | | of the Act enacting this chapter, the territory of the former |
|---|
| 29 | 31 | | Angelina County Water Control and Improvement District No. 3, as |
|---|
| 30 | 32 | | that territory existed on April 1, 2017, is added to the territory |
|---|
| 31 | 33 | | of the district. |

| 32 | 34 | | SECTION 3. Before the 30th day after the effective date of |
|---|
| 33 | 35 | | this Act, the board of directors of the Angelina County Water |
|---|
| 34 | 36 | | Control and Improvement District No. 3 may select from the members |
|---|
| 35 | 37 | | serving on the board on the date of the selection one member to |
|---|
| 36 | 38 | | serve as a nonvoting member of the board of the Angelina County |
|---|
| 37 | 39 | | Fresh Water Supply District No. 1 from the date of the selection |
|---|
| 38 | 40 | | until the next election of directors for the Angelina County Fresh |
|---|
| 39 | 41 | | Water Supply District No. 1. |
|---|
| 40 | 42 | | SECTION 4. (a) The legal notice of the intention to |
|---|
| 41 | 43 | | introduce this Act, setting forth the general substance of this |
|---|
| 42 | 44 | | Act, has been published as provided by law, and the notice and a |
|---|
| 43 | 45 | | copy of this Act have been furnished to all persons, agencies, |
|---|
| 44 | 46 | | officials, or entities to which they are required to be furnished |
|---|
| 45 | 47 | | under Section 59, Article XVI, Texas Constitution, and Chapter 313, |
|---|
| 46 | 48 | | Government Code. |
|---|
| 47 | 49 | | (b) The governor, one of the required recipients, has |
|---|
| 48 | 50 | | submitted the notice and Act to the Texas Commission on |
|---|
| 49 | 51 | | Environmental Quality. |
|---|
| 50 | 52 | | (c) The Texas Commission on Environmental Quality has filed |
|---|
| 51 | 53 | | its recommendations relating to this Act with the governor, the |
|---|
| 52 | 54 | | lieutenant governor, and the speaker of the house of |
|---|
| 53 | 55 | | representatives within the required time. |
|---|
| 54 | 56 | | (d) All requirements of the constitution and laws of this |
|---|
| 55 | 57 | | state and the rules and procedures of the legislature with respect |
|---|
| 56 | 58 | | to the notice, introduction, and passage of this Act are fulfilled |
|---|
| 57 | 59 | | and accomplished. |
|---|
| 58 | 60 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 59 | 61 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 60 | 62 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 61 | 63 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 62 | 64 | | Act takes effect September 1, 2017. |
