128 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
139 SECTION 1. Section 30A.002(b), Education Code, is amended
1410 to read as follows:
1511 (b) A student is eligible to enroll full-time in courses
1612 provided through the state virtual school network only if the
1713 student:
1814 (1) was enrolled in a public school in this state in
1915 the preceding school year; [or]
2016 (2) is a dependent of a member of the United States
2117 military who has been deployed or transferred to this state and was
2218 enrolled in a publicly funded school outside of this state in the
2319 preceding school year; or
2420 (3) has been placed in substitute care in this state,
2521 regardless of whether the student was enrolled in a public school in
2622 this state in the preceding school year.
27- SECTION 2. This Act applies beginning with the 2017-2018
23+ SECTION 2. Section 30A.052(c), Education Code, is amended
24+ to read as follows:
25+ (c) The commissioner shall[:
26+ [(1)] employ a limited number of administrative
27+ employees in connection with the network[; and
28+ [(2) contract with a regional education service center
29+ for the service center to operate the network].
30+ SECTION 3. This Act applies beginning with the 2017-2018

29- SECTION 3. This Act takes effect immediately if it receives

3033 a vote of two-thirds of all the members elected to each house, as
3134 provided by Section 39, Article III, Texas Constitution. If this
