66 AN ACT
77 relating to the determination of wealth per student for school
88 districts with cost-effective spending and measurable student
99 academic progress.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter A, Chapter 41, Education Code, is
1212 amended by adding Section 41.0022 to read as follows:
1313 Sec. 41.0022. WEALTH PER STUDENT OF SCHOOL DISTRICTS WITH
1414 CERTAIN HIGH RATINGS. Notwithstanding any other provision of this
1515 chapter, if a school district with a current TXSmartSchools rating
1616 from the Texans for Positive Economic Policy of at least four stars
1717 on a five-star scale, or the equivalent of that rating under any
1818 subsequent system developed by the Texans for Positive Economic
1919 Policy, has a wealth per student that exceeds the equalized wealth
2020 level under Section 41.002(a)(1), (2), or (3), the commissioner
2121 shall consider the district to have, before exercising one or more
2222 options under Section 41.003, reduced the district's wealth per
2323 student by an amount equal to five percent of the difference between
2424 the district's wealth per student and the equalized wealth level
2525 under Section 41.002(a)(1), (2), or (3), as applicable.
2626 SECTION 2. This Act takes effect September 1, 2017.
