10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Subchapter A, Chapter 41, Education Code, is |
---|
12 | 12 | | amended by adding Section 41.0022 to read as follows: |

13 | 13 | | Sec. 41.0022. WEALTH PER STUDENT OF SCHOOL DISTRICTS WITH |
---|
14 | 14 | | CERTAIN HIGH RATINGS. Notwithstanding any other provision of this |
---|
15 | 15 | | chapter, if a school district with a current TXSmartSchools rating |
---|
16 | 16 | | from the Texans for Positive Economic Policy of at least four stars |
---|
17 | 17 | | on a five-star scale, or the equivalent of that rating under any |
---|
18 | 18 | | subsequent system developed by the Texans for Positive Economic |
---|
19 | 19 | | Policy, has a wealth per student that exceeds the equalized wealth |
---|
20 | 20 | | level under Section 41.002(a)(1), (2), or (3), the commissioner |
---|
21 | 21 | | shall consider the district to have, before exercising one or more |
---|
22 | 22 | | options under Section 41.003, reduced the district's wealth per |
---|
23 | 23 | | student by an amount equal to five percent of the difference between |
---|
24 | 24 | | the district's wealth per student and the equalized wealth level |
---|
25 | 25 | | under Section 41.002(a)(1), (2), or (3), as applicable. |

26 | 26 | | SECTION 2. This Act takes effect September 1, 2017. |
