 A BILL TO BE ENTITLED
 AN ACT
relating to the determination of wealth per student for school
districts with cost-effective spending and measurable student
 academic progress.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter A, Chapter 41, Education Code, is
amended by adding Section 41.0022 to read as follows:
Sec. 41.0022. WEALTH PER STUDENT OF SCHOOL DISTRICTS WITH
CERTAIN HIGH RATINGS. Notwithstanding any other provision of this
chapter, if a school district with a current TXSmartSchools rating
from the Texans for Positive Economic Policy of at least four stars
on a five-star scale, or the equivalent of that rating under any
subsequent system developed by the Texans for Positive Economic
Policy, has a wealth per student that exceeds the equalized wealth
level under Section 41.002(a)(1), (2), or (3), the commissioner
shall consider the district to have, before exercising one or more
options under Section 41.003, reduced the district's wealth per
student by an amount equal to five percent of the difference between
the district's wealth per student and the equalized wealth level
under Section 41.002(a)(1), (2), or (3), as applicable.
SECTION 2. This Act takes effect September 1, 2017.
