99 relating to the creation of a task force to identify opportunities
1010 for academic credit and industry recognition for inmates of the
1111 Texas Department of Criminal Justice.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Chapter 19, Education Code, is amended by adding
1414 Section 19.012 to read as follows:
1515 Sec. 19.012. TASK FORCE ON ACADEMIC CREDIT AND INDUSTRY
1616 RECOGNITION. (a) The Windham School District, in consultation
1717 with the department, shall establish a task force to review the work
1818 or other productive activities in which persons confined or
1919 imprisoned in the department engage.
2020 (b) The task force is composed of the following 10 members:
2121 (1) two representatives of the department designated
2222 by the executive director of the department;
2323 (2) one representative of the district designated by
2424 the superintendent of the district;
2525 (3) one representative of the Texas Higher Education
2626 Coordinating Board designated by the commissioner of higher
2727 education;
2828 (4) one representative of the Texas Workforce
2929 Commission designated by the executive director of the commission;
3030 (5) one representative of a private vendor operating a
3131 correctional facility under a contract with the department,
3232 appointed by the governor;
3333 (6) three representatives of public junior colleges,
3434 as defined by Section 61.003, appointed by the governor, including:
3535 (A) at least one representative of a public
3636 junior college that provides education services to persons confined
3737 or imprisoned in the department; and
3838 (B) at least one representative of a public
3939 junior college that does not provide services described by
4040 Paragraph (A); and
4141 (7) one representative of a faith-based organization,
4242 appointed by the governor.
4343 (c) The governor shall designate a member of the task force
4444 to serve as presiding officer.
4545 (d) A vacancy on the task force shall be filled in the same
4646 manner as the initial appointment.
4747 (e) A member of the task force may not receive compensation
4848 for service on the task force but is entitled to reimbursement for
4949 actual and necessary expenses incurred in performing task force
5050 duties.
5151 (f) The task force may accept gifts and grants from any
5252 source to be used to carry out a function of the task force.
5353 (g) The task force shall meet at the call of the presiding
5454 officer.
5555 (h) The task force shall:
5656 (1) conduct an ongoing comprehensive review of the
5757 work or other productive activities in which persons confined or
5858 imprisoned in the department engage; and
5959 (2) identify opportunities for the award of high
6060 school credit, college credit, or joint high school and college
6161 credit, or the award of an industry-recognized credential or
6262 certificate, for engaging in that work or activity.
6363 (i) The district, in consultation with the department, the
6464 Texas Education Agency, the Texas Higher Education Coordinating
6565 Board, and the Texas Workforce Commission, shall, for any type of
6666 work or productive activity for which an opportunity is identified
6767 under Subsection (h), determine the actions necessary for obtaining
6868 the award of the applicable academic credit or industry
6969 recognition.
7070 (j) Not later than September 1, 2021, the task force shall
7171 submit to the governor, the lieutenant governor, the speaker of the
7272 house of representatives, and the standing committees of the
7373 legislature having jurisdiction over the department a report that
7474 summarizes the review conducted under Subsection (h) and the
7575 district's actions with regard to obtaining the award of academic
7676 credit or industry recognition under Subsection (i). The district
7777 shall provide the task force with any information necessary to
7878 complete the report.
7979 (k) This section expires December 1, 2021.
8080 SECTION 2. Not later than December 1, 2017, the executive
8181 director of the Texas Department of Criminal Justice, the
8282 superintendent of the Windham School District, the commissioner of
8383 higher education, the executive director of the Texas Workforce
8484 Commission, and the governor shall appoint members to the task
8585 force established by Section 19.012, Education Code, as added by
8686 this Act, in the manner required by Subsection (b) of that section.
8787 SECTION 3. This Act takes effect September 1, 2017.
