44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, The Legislature of the State of Texas is pleased to
66 recognize the Honorable Judge Ginger Fagan, a treasured citizen and
77 a pioneer for women in Texas politics; and
88 WHEREAS, A native Texan, Ginger Fagan was born on July 4,
99 1936, near the rural community of Bonnie View in Refugio County; she
1010 attended Calhoun High School in Port Lavaca, and she graduated from
1111 The University of Texas at Austin with a degree in education; after
1212 college, she taught second grade in the Refugio community for many
1313 years; and
1414 WHEREAS, Ginger Fagan was elected county judge of Refugio
15- County in 1978 on a write-in ballot; she was among the first female
16- county judges in Texas, and she was the first female county judge to
17- be elected in South Texas; and
15+ County in 1979; she was among the first female county judges in
16+ Texas, and she was the first female county judge to be elected in
17+ South Texas; and
1818 WHEREAS, This trailblazing public servant entered office
1919 determined to expedite the widening of Highway 77, a project that
2020 the Texas Highway Department had not prioritized despite numerous
2121 accident-related deaths along the two-lane stretch of highway
2222 between Victoria and Sinton; in the process of accomplishing her
2323 goal, she became the first female county judge to testify in front
2424 of the Texas Highway Department, and her ultimate success has saved
2525 the lives of countless individuals; and
2626 WHEREAS, Ginger Fagan is a distinguished community leader and
2727 a principled fiscal conservative who represented the highest ideals
28- of public service throughout her 12-year tenure on the bench; she
28+ of public service throughout her 11-year tenure on the bench; she
2929 has been an inspirational force that has motivated numerous women
3030 to navigate and overcome the unique challenges of Texas politics,
3131 and her proud legacy in the state will never be forgotten; now,
3232 therefore, be it
3333 RESOLVED, That the 85th Legislature of the State of Texas,
3434 hereby commend the Honorable Judge Ginger Fagan for her pioneering
3535 leadership as county judge and for her many contributions to the
3636 Lone Star State and extend to her sincere best wishes in all her
3737 future endeavors; and, be it further
3838 RESOLVED, That a copy of this resolution be prepared for her
3939 as an expression of esteem from the Texas Legislature.
