1111 SENATE CONCURRENT RESOLUTION
1212 WHEREAS, The City of Rockwall has long been committed to
1313 fostering a dynamic arts scene in its community, and live music has
1414 played a vital role in that mission; and
1515 WHEREAS, In 1999, the city government launched the Concert by
1616 the Lake Series, a four-week program of free concerts on the eastern
1717 shore of Lake Ray Hubbard; an instant triumph, the series
1818 spotlighted regional bands, with each show averaging 175 attendees
1919 during the inaugural season; the increasing popularity of the
2020 series caused it to be relocated to The Harbor, a retail and
2121 entertainment development, in 2007, and two years later, the
2222 program was expanded to offer 24 consecutive weeks of live music
2323 annually; since that time, the concerts have regularly drawn crowds
2424 of more than 7,000 people; and
2525 WHEREAS, The success of the Concert by the Lake Series led to
2626 the formation of the city's Live Music Project, which has provided
2727 invaluable support to area artists and brought a wide variety of
2828 musical genres to the community; among the project's many benefits
2929 has been the creation of several outdoor venues, including
3030 amphitheaters at The Harbor and at Harry Myers Park and two
3131 permanent stages in the Historic Downtown District; those locations
3232 have hosted numerous visiting headliners as well as Rockwall Summer
3333 Musicals, the Rockwall Philharmonic Orchestra, and the San Jacinto
3434 Plaza Music Series, which presents over 50 free concerts each year;
3535 and
3636 WHEREAS, Since 2004, the annual Rockwall Founders Day
3737 Festival has placed special emphasis on live music by featuring
3838 regional groups and world-touring acts alike, including such Texas
3939 music legends as Robert Earl Keen, Jerry Jeff Walker, and Asleep at
4040 the Wheel, as well as the Little River Band, the Marshall Tucker
4141 Band, and the Charlie Daniels Band; and
4242 WHEREAS, Through the efforts of the City of Rockwall, local
4343 residents are now able to enjoy nearly 130 free live music
4444 performances each year, and the town's growing reputation as an
4545 important music hub has made it a popular destination for travelers
4646 from across Texas and beyond; now, therefore, be it
4747 RESOLVED, That the 85th Legislature of the State of Texas
4848 hereby designate the city of Rockwall as an official Live Music
4949 Capital of North Texas and urge that free live music continue to be
5050 readily available to the residents and visitors of the Lone Star
5151 State; and, be it further
5252 RESOLVED, That, in accordance with the provisions of Section
5353 391.003(e), Government Code, this designation remain in effect
5454 until the 10th anniversary of its designation.
