55 CONCURRENT RESOLUTION
66 WHEREAS, Senate Bill No. 1839 has been adopted by the senate
77 and the house of representatives and is being prepared for
88 enrollment; and
99 WHEREAS, The bill contains technical errors that should be
1010 corrected; now, therefore, be it
1111 RESOLVED by the 85th Legislature of the State of Texas, That
1212 the enrolling clerk of the senate be instructed to make the
1313 following corrections to the enrolled version of Senate Bill
1414 No. 1839:
1515 (1) In SECTION 3 of the bill, in the recital for amended
1616 Section 21.044, Education Code (page 2, lines 8-9), between
1717 "amended by" and "adding", insert "amending Subsection (c-1) and".
1818 (2) In SECTION 3 of the bill, immediately following the
1919 recital for amended Section 21.044, Education Code (page 2, between
2020 lines 9 and 10), insert the following:
2121 (c-1) The [Any] minimum academic qualifications for a
2222 certificate specified under Subsection (a) [that require a person
2323 to possess a bachelor's degree] must [also] require that the person
2424 receive, as part of the training required to obtain that
2525 certificate, instruction regarding mental health, substance abuse,
2626 and youth suicide. The instruction required must:
2727 (1) be provided through or acquired from a program
2828 selected from the list of recommended best practice-based programs
2929 established under Section 161.325, Health and Safety Code; [and]
3030 (2) include effective strategies for teaching and
3131 intervening with students with mental or emotional disorders,
3232 including de-escalation techniques and positive behavioral
3333 interventions and supports; and
3434 (3) be implemented in compliance with requirements of
3535 the program selected under Subdivision (1).
3636 (3) In SECTION 12 of the bill, strike Subdivision (3),
3737 repealing Section 21.057(e), Education Code, (page 10, line 9).
