| 6 | 6 | | WHEREAS, Senate Bill No. 1839 has been adopted by the senate |
|---|
| 7 | 7 | | and the house of representatives and is being prepared for |
|---|
| 8 | 8 | | enrollment; and |
|---|
| 9 | 9 | | WHEREAS, The bill contains technical errors that should be |
|---|
| 10 | 10 | | corrected; now, therefore, be it |
|---|
| 11 | 11 | | RESOLVED by the 85th Legislature of the State of Texas, That |
|---|
| 12 | 12 | | the enrolling clerk of the senate be instructed to make the |
|---|
| 13 | 13 | | following corrections to the enrolled version of Senate Bill |
|---|
| 14 | 14 | | No. 1839: |
|---|
| 15 | 15 | | (1) In SECTION 3 of the bill, in the recital for amended |
|---|
| 16 | 16 | | Section 21.044, Education Code (page 2, lines 8-9), between |
|---|
| 17 | 17 | | "amended by" and "adding", insert "amending Subsection (c-1) and". |
|---|
| 18 | 18 | | (2) In SECTION 3 of the bill, immediately following the |
|---|
| 19 | 19 | | recital for amended Section 21.044, Education Code (page 2, between |
|---|
| 20 | 20 | | lines 9 and 10), insert the following: |
|---|
| 21 | 21 | | (c-1) The [Any] minimum academic qualifications for a |
|---|
| 22 | 22 | | certificate specified under Subsection (a) [that require a person |
|---|
| 23 | 23 | | to possess a bachelor's degree] must [also] require that the person |
|---|
| 24 | 24 | | receive, as part of the training required to obtain that |
|---|
| 25 | 25 | | certificate, instruction regarding mental health, substance abuse, |
|---|
| 26 | 26 | | and youth suicide. The instruction required must: |
|---|
| 27 | 27 | | (1) be provided through or acquired from a program |
|---|
| 28 | 28 | | selected from the list of recommended best practice-based programs |
|---|
| 29 | 29 | | established under Section 161.325, Health and Safety Code; [and] |
|---|
| 30 | 30 | | (2) include effective strategies for teaching and |
|---|
| 31 | 31 | | intervening with students with mental or emotional disorders, |
|---|
| 32 | 32 | | including de-escalation techniques and positive behavioral |
|---|
| 33 | 33 | | interventions and supports; and |
|---|
| 34 | 34 | | (3) be implemented in compliance with requirements of |
|---|
| 35 | 35 | | the program selected under Subdivision (1). |

| 36 | 36 | | (3) In SECTION 12 of the bill, strike Subdivision (3), |
|---|
| 37 | 37 | | repealing Section 21.057(e), Education Code, (page 10, line 9). |
