 A JOINT RESOLUTION
 proposing a constitutional amendment providing that members of the
 legislature and the lieutenant governor will not receive a state
 salary or per diem during certain periods unless the legislature
 has passed the state's budget and that budget is certified by the
 comptroller.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 24, Article III, Texas Constitution, is
 amended by adding Subsection (d) to read as follows:
 (d)  This subsection applies only if the Comptroller of
 Public Accounts has not certified, as provided by Section 49a(b) of
 this article, before the 31st day after the last day of a Regular
 Session of the Legislature, a general appropriations act that
 constitutes this State's budget for the succeeding State fiscal
 biennium. Notwithstanding Subsections (a) and (c) of this section
 and Section 17(b), Article IV, of this constitution, a Member of the
 Legislature and the Lieutenant Governor while acting as President
 of the Senate are not entitled to receive any salary or per diem to
 which those Officers would otherwise be entitled for the period
 beginning on the 31st day after the last day of a Regular Session of
 the Legislature and ending at the end of the day preceding the day
 the Comptroller certifies a general appropriations act that
 constitutes this State's budget for that succeeding State fiscal
 biennium.
 SECTION 2.  The following temporary provision is added to
 the Texas Constitution:
 TEMPORARY PROVISION. (a) This temporary provision applies
 to the constitutional amendment proposed by the 85th Legislature,
 Regular Session, 2017, to provide that members of the legislature
 and the lieutenant governor will not receive a state salary or per
 diem during certain periods unless the legislature has passed the
 state's budget and that budget is certified by the comptroller.
 (b)  Section 24(d), Article III, of this constitution
 applies only in relation to the certification of a general
 appropriations act that constitutes this state's budget for a state
 fiscal biennium beginning on or after September 1, 2019.
 (c)  This temporary provision expires September 1, 2020.
 SECTION 3.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 7, 2017.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment providing that members
 of the legislature and the lieutenant governor will not receive a
 state salary or per diem during certain periods unless the
 legislature has passed the state's budget and that budget is
 certified by the comptroller."
