11 SENATE RESOLUTION NO. 120
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Seana Beckerman Willing, who is retiring as executive
44 director of the State Commission on Judicial Conduct after 18
55 years of distinguished service with the organization; and
66 WHEREAS, Seana Willing began her career with the commission
77 in 1999, when she was hired to serve as commission counsel, and
88 two years later, she was promoted to general counsel; she is
99 retiring as executive director of the State Commission on
1010 Judicial Conduct after 13 years of leadership; and
1111 WHEREAS, As executive director, she guided all activities
1212 of the agency related to the investigation and the discipline of
1313 state judges accused of judicial misconduct; she developed
1414 important internal systems to help manage the agency's fiscal
1515 planning and the agency's personnel and administration; she also
1616 served as the primary liaison to the Texas Legislature, the
1717 Office of the Governor, and the Texas Supreme Court; and
1818 WHEREAS, Seana Willing is a recognized expert in the field
1919 of judicial ethics and discipline who has lectured at numerous
2020 professional institutions and universities around the world, and
2121 she has twice been recognized for excellence by Texas Lawyer; in
2222 2006, she assisted the Government of Paraguay in creating the
2323 country's Judicial Disciplinary Regulatory System; and
2424 WHEREAS, Seana Willing has implemented wide-ranging and
2525 innovative policy and procedural changes at the State Commission
2626 on Judicial Conduct; her work has helped the agency to better
2727 achieve its goals and ensure that the highest standards in judicial
2828 ethics are sustained long into the future; now, therefore, be it
2929 RESOLVED, That the Senate of the State of Texas, 85th
3030 Legislature, hereby commend Seana Beckerman Willing for her many
3131 contributions to the justice system in Texas and extend to her
3232 best wishes in all her future endeavors; and, be it further
3333 RESOLVED, That a copy of this Resolution be prepared for
3434 her as an expression of esteem from the Texas Senate.
