| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Seana Beckerman Willing, who is retiring as executive |
|---|
| 4 | 4 | | director of the State Commission on Judicial Conduct after 18 |
|---|
| 5 | 5 | | years of distinguished service with the organization; and |
|---|
| 6 | 6 | | WHEREAS, Seana Willing began her career with the commission |
|---|
| 7 | 7 | | in 1999, when she was hired to serve as commission counsel, and |
|---|
| 8 | 8 | | two years later, she was promoted to general counsel; she is |
|---|
| 9 | 9 | | retiring as executive director of the State Commission on |
|---|
| 10 | 10 | | Judicial Conduct after 13 years of leadership; and |
|---|
| 11 | 11 | | WHEREAS, As executive director, she guided all activities |
|---|
| 12 | 12 | | of the agency related to the investigation and the discipline of |
|---|
| 13 | 13 | | state judges accused of judicial misconduct; she developed |
|---|
| 14 | 14 | | important internal systems to help manage the agency's fiscal |
|---|
| 15 | 15 | | planning and the agency's personnel and administration; she also |
|---|
| 16 | 16 | | served as the primary liaison to the Texas Legislature, the |
|---|
| 17 | 17 | | Office of the Governor, and the Texas Supreme Court; and |
|---|
| 18 | 18 | | WHEREAS, Seana Willing is a recognized expert in the field |
|---|
| 19 | 19 | | of judicial ethics and discipline who has lectured at numerous |
|---|
| 20 | 20 | | professional institutions and universities around the world, and |
|---|
| 21 | 21 | | she has twice been recognized for excellence by Texas Lawyer; in |
|---|
| 22 | 22 | | 2006, she assisted the Government of Paraguay in creating the |
|---|
| 23 | 23 | | country's Judicial Disciplinary Regulatory System; and |
|---|
| 24 | 24 | | WHEREAS, Seana Willing has implemented wide-ranging and |
|---|
| 25 | 25 | | innovative policy and procedural changes at the State Commission |
|---|
| 26 | 26 | | on Judicial Conduct; her work has helped the agency to better |
|---|
| 27 | 27 | | achieve its goals and ensure that the highest standards in judicial |
|---|
| 28 | 28 | | ethics are sustained long into the future; now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 30 | 30 | | Legislature, hereby commend Seana Beckerman Willing for her many |
|---|
| 31 | 31 | | contributions to the justice system in Texas and extend to her |
|---|
| 32 | 32 | | best wishes in all her future endeavors; and, be it further |
|---|
| 33 | 33 | | RESOLVED, That a copy of this Resolution be prepared for |

| 34 | 34 | | her as an expression of esteem from the Texas Senate. |
