                            SENATE RESOLUTION NO. 120
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Seana Beckerman Willing, who is retiring as executive
 director of the State Commission on Judicial Conduct after 18
 years of distinguished service with the organization; and
 WHEREAS, Seana Willing began her career with the commission
 in 1999, when she was hired to serve as commission counsel, and
 two years later, she was promoted to general counsel; she is
 retiring as executive director of the State Commission on
 Judicial Conduct after 13 years of leadership; and
 WHEREAS, As executive director, she guided all activities
 of the agency related to the investigation and the discipline of
 state judges accused of judicial misconduct; she developed
 important internal systems to help manage the agency's fiscal
 planning and the agency's personnel and administration; she also
 served as the primary liaison to the Texas Legislature, the
 Office of the Governor, and the Texas Supreme Court; and
 WHEREAS, Seana Willing is a recognized expert in the field
 of judicial ethics and discipline who has lectured at numerous
 professional institutions and universities around the world, and
 she has twice been recognized for excellence by Texas Lawyer; in
 2006, she assisted the Government of Paraguay in creating the
 country's Judicial Disciplinary Regulatory System; and
 WHEREAS, Seana Willing has implemented wide-ranging and
 innovative policy and procedural changes at the State Commission
 on Judicial Conduct; her work has helped the agency to better
 achieve its goals and ensure that the highest standards in judicial
 ethics are sustained long into the future; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 85th
 Legislature, hereby commend Seana Beckerman Willing for her many
 contributions to the justice system in Texas and extend to her
 best wishes in all her future endeavors; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 her as an expression of esteem from the Texas Senate.
