SENATE RESOLUTION NO. 196 WHEREAS, The Senate of the State of Texas is pleased to recognize Dr. Gloria Dean Randle Scott, who has been named an honoree at the Black History Luncheon being held on February 17, 2017; and WHEREAS, This distinguished event is being hosted by the Texas Juvenile Justice Department and the York Halfway House and will pay tribute to Dr. Scott for the ongoing support and guidance she has given to the staff at the York Halfway House and to the boys in their care; and WHEREAS, Dr. Scott is a native of Houston and a graduate of Jack Yates High School; she earned undergraduate and graduate degrees at Indiana University, where she also received her doctorate in education in 1965; and WHEREAS, In 1975, she became the first African American to serve as president of the Girl Scouts of America, and under her leadership, the organization redesigned its symbol to better reflect its diversity; in 1976, she served as the Institutional Research Planning director at Texas Southern University; and WHEREAS, Dr. Scott has also served as vice president of Clark College and as president of Bennett College; she has received numerous honors for her work in the field of education and in the community, including a Star of Texas Award and an Urban League Star Award; she is truly deserving of special recognition for her exceptional contributions to her profession and her service on behalf of others; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 85th Legislature, hereby commend Dr. Gloria Dean Randle Scott on her outstanding achievements and extend to her best wishes for continued success in all her endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for her as an expression of esteem from the Texas Senate.
