| 5 | 5 | | the traditional study of classical academic subjects; and |
|---|
| 6 | 6 | | WHEREAS, United States Senator Hoke Smith, following the |
|---|
| 7 | 7 | | recommendations of the Commission on National Aid to Vocational |
|---|
| 8 | 8 | | Education, introduced S. 703 on December 7, 1915; Representative |
|---|
| 9 | 9 | | Dudley Hughes laid out a companion bill, HB 11250, on February |
|---|
| 10 | 10 | | 10, 1916; these initiatives received bipartisan support in |
|---|
| 11 | 11 | | Congress, and the Smith-Hughes Act was signed into law by |
|---|
| 12 | 12 | | President Woodrow Wilson on February 23, 1917; and |
|---|
| 13 | 13 | | WHEREAS, This landmark legislation granted financial |
|---|
| 14 | 14 | | support to the states with the autonomy to develop career and |
|---|
| 15 | 15 | | technical education systems; today, 15 million American students |
|---|
| 16 | 16 | | participate in some form of vocational education in 16 |
|---|
| 17 | 17 | | cutting-edge career areas, and more than one million of those are |
|---|
| 18 | 18 | | Texans; and |
|---|
| 19 | 19 | | WHEREAS, In addition, as a result of the Smith-Hughes |
|---|
| 20 | 20 | | National Vocational Education Act, numerous outstanding youth |
|---|
| 21 | 21 | | leadership development organizations such as the Future Business |
|---|
| 22 | 22 | | Leaders of America, the National FFA Organization, and |
|---|
| 23 | 23 | | SkillsUSA, were established and became vital additions to |
|---|
| 24 | 24 | | vocational educational programs; it is truly fitting that the |
|---|
| 25 | 25 | | impetus behind these exceptional programs receive special |
|---|
| 26 | 26 | | recognition; now, therefore, be it |
|---|
| 27 | 27 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 28 | 28 | | Legislature, hereby proclaim February 23, 2017, as Smith-Hughes |
|---|
| 29 | 29 | | Day and call on Texans to join Americans across the nation in |
|---|
| 30 | 30 | | supporting the educators and programs that help prepare young |
|---|
| 31 | 31 | | people to become productive, contributing members of society; |
|---|

| 33 | 33 | | RESOLVED, That a copy of this Resolution be prepared in |
