55 WHEREAS, The Senate of the State of Texas joins citizens
66 across the state in mourning the loss of the Honorable Jack Pope,
77 a beloved and revered citizen who died on February 25, 2017, at
88 the age of 103; and
99 WHEREAS, Jack Pope was born on April 18, 1913, in Abilene,
1010 and graduated from the Abilene public school system; in 1934,
1111 he earned a bachelor of arts degree from Abilene Christian
1212 University, and in 1937, he earned a law degree from The
1313 University of Texas at Austin, where he was editor of the Texas
1414 Law Review; and
1515 WHEREAS, While in Austin, Jack met Allene Nichols, a fellow
1616 recent graduate; they married on June 11, 1938, and they soon
1717 moved to Corpus Christi; Jack began practicing law with his
1818 uncle, W. E. Pope, but like so many patriots, he postponed his
1919 career to serve his country during World War II; he joined the
2020 United States Navy and served with distinction as a cryptologist
2121 in Washington, D.C.; and
2222 WHEREAS, In 1964, he was elected to the Texas Supreme Court,
2323 and in 1982, Governor Bill Clements appointed him chief justice
2424 of the Texas Supreme Court; Justice Pope presided on the bench
2525 for 38 years and is among the longest-serving judges on the state's
2626 high courts; and
2727 WHEREAS, Among his many accomplishments on the bench,
2828 Justice Pope initiated new procedures for handling grievances
2929 against attorneys, promulgated the Texas Rules of Judicial
3030 Education, wrote the first jury handbook, and sponsored the
3131 creation of the Texas State Law Library; he worked with judicial
3232 colleagues to establish an Interest on Lawyers Trust Accounts
3333 program, which provides civil legal services to more than 100,000
3434 poor families across Texas, and he was also considered an expert
3535 on matters of complex water laws in Texas and the southwestern
3636 United States; and
3737 WHEREAS, After he retired, he developed the Jack Pope Fellows
3838 Program at Abilene Christian University to provide scholarships
3939 to students interested in careers in public service; he has been
4040 honored as an Outstanding Alumnus of both Abilene Christian
4141 University and The University of Texas at Austin, and in 2010,
4242 the State Bar of Texas honored him with the Lifetime Achievement
4343 Award; and
4444 WHEREAS, Above all things, Jack prioritized matters of
4545 family; he shared 66 years of marriage with Allene, and he built
4646 on to their home to take care of his in-laws after Allene's father
4747 suffered a stroke; Jack was blessed with two children, three
4848 grandchildren, and four great-grandchildren, who were a source
4949 of immense pride and joy; and
5050 WHEREAS, Jack Pope was a highly respected member of the
5151 community, and he made immeasurable contributions to the Texas
5252 Judicial System; in 2014, the Texas Supreme Court Historical
5353 Society published Common Law Judge: Selected Writings of Chief
5454 Justice Jack Pope of Texas, a collection of essays and opinions
5555 and a biography of this truly distinguished Texan who has left
5656 behind a proud and lasting legacy in the Lone Star State; now,
5757 therefore, be it
5858 RESOLVED, That the Senate of the State of Texas, 85th
5959 Legislature, hereby extend sincere condolences to the bereaved
6060 family of Jack Pope; and, be it further
6161 RESOLVED, That a copy of this Resolution be prepared for
6262 his family as an expression of deepest sympathy from the Texas
6363 Senate and that when the Senate adjourns this day, it do so in
6464 memory of Jack Pope.
