5	5	WHEREAS, The Senate of the State of Texas joins citizens
6	6	across the state in mourning the loss of the Honorable Jack Pope,
7	7	a beloved and revered citizen who died on February 25, 2017, at
8	8	the age of 103; and
9	9	WHEREAS, Jack Pope was born on April 18, 1913, in Abilene,
10	10	and graduated from the Abilene public school system; in 1934,
11	11	he earned a bachelor of arts degree from Abilene Christian
12	12	University, and in 1937, he earned a law degree from The
13	13	University of Texas at Austin, where he was editor of the Texas
14	14	Law Review; and
15	15	WHEREAS, While in Austin, Jack met Allene Nichols, a fellow
16	16	recent graduate; they married on June 11, 1938, and they soon
17	17	moved to Corpus Christi; Jack began practicing law with his
18	18	uncle, W. E. Pope, but like so many patriots, he postponed his
19	19	career to serve his country during World War II; he joined the
20	20	United States Navy and served with distinction as a cryptologist
21	21	in Washington, D.C.; and
22	22	WHEREAS, In 1964, he was elected to the Texas Supreme Court,
23	23	and in 1982, Governor Bill Clements appointed him chief justice
24	24	of the Texas Supreme Court; Justice Pope presided on the bench
25	25	for 38 years and is among the longest-serving judges on the state's
26	26	high courts; and
27	27	WHEREAS, Among his many accomplishments on the bench,
28	28	Justice Pope initiated new procedures for handling grievances
29	29	against attorneys, promulgated the Texas Rules of Judicial
30	30	Education, wrote the first jury handbook, and sponsored the
31	31	creation of the Texas State Law Library; he worked with judicial
32	32	colleagues to establish an Interest on Lawyers Trust Accounts
33	33	program, which provides civil legal services to more than 100,000
34	34	poor families across Texas, and he was also considered an expert
35	35	on matters of complex water laws in Texas and the southwestern
36	36	United States; and
37	37	WHEREAS, After he retired, he developed the Jack Pope Fellows
38	38	Program at Abilene Christian University to provide scholarships
39	39	to students interested in careers in public service; he has been
40	40	honored as an Outstanding Alumnus of both Abilene Christian
41	41	University and The University of Texas at Austin, and in 2010,
42	42	the State Bar of Texas honored him with the Lifetime Achievement
43	43	Award; and
44	44	WHEREAS, Above all things, Jack prioritized matters of
45	45	family; he shared 66 years of marriage with Allene, and he built
46	46	on to their home to take care of his in-laws after Allene's father
47	47	suffered a stroke; Jack was blessed with two children, three
48	48	grandchildren, and four great-grandchildren, who were a source
49	49	of immense pride and joy; and
50	50	WHEREAS, Jack Pope was a highly respected member of the
51	51	community, and he made immeasurable contributions to the Texas
52	52	Judicial System; in 2014, the Texas Supreme Court Historical
53	53	Society published Common Law Judge: Selected Writings of Chief
54	54	Justice Jack Pope of Texas, a collection of essays and opinions
55	55	and a biography of this truly distinguished Texan who has left
56	56	behind a proud and lasting legacy in the Lone Star State; now,
57	57	therefore, be it
58	58	RESOLVED, That the Senate of the State of Texas, 85th
59	59	Legislature, hereby extend sincere condolences to the bereaved
60	60	family of Jack Pope; and, be it further
61	61	RESOLVED, That a copy of this Resolution be prepared for
62	62	his family as an expression of deepest sympathy from the Texas
63	63	Senate and that when the Senate adjourns this day, it do so in
64	64	memory of Jack Pope.
