11 SENATE RESOLUTION NO. 456
22 WHEREAS, The Texas Army National Guard has demonstrated an
33 outstanding commitment to pursuing energy efficiency and water
44 conservation; and
55 WHEREAS, Texas has established itself as a national leader
66 in the development of solar and wind energy; in keeping with that
77 record, and with the increased use of renewable energy by the
88 United States Department of Defense as a means of guarding
99 against power outages, reducing energy costs, and reducing
1010 reliance on foreign energy sources, the Texas Army National Guard
1111 has made notable strides in expanding its use of sustainable
1212 energy; the guard is working to utilize such low-water-intensity
1313 energy sources as solar, wind, and geothermal to help operate its
1414 77 facilities across the state, many of which are located in
1515 water-stressed regions; and
1616 WHEREAS, Through funding from the State Energy
1717 Conservation Office and federal agencies, the Texas Army
1818 National Guard has already embarked on energy conservation
1919 projects at eight facilities; these efforts include the
2020 installation of a 20,000-gallon rainwater harvesting system at
2121 Camp Mabry in Austin that will provide water to latrines and the
2222 HVAC cooling tower; moreover, in conjunction with the State of
2323 Texas Armory Revitalization Plan, the guard has entered the
2424 design phase of implementing a geothermal heat pump at the Fort
2525 Bliss Soldier Resilience and Readiness Center in El Paso; in
2626 addition, the guard has identified 22 facilities that have a high
2727 potentialforsolarenergyuseand23facilitieswithahigh
2828 potential for wind energy use, while it has determined that the
2929 availability of geothermal energy is almost unlimited; and
3030 WHEREAS, By capitalizing on the state's many renewable
3131 resources, the Texas Army National Guard has significantly
3232 lowered energy consumption and costs, allowing budget resources
3333 to be shifted to such critical needs as training and equipment,
3434 and it is indeed fitting that the guard be recognized for its
3535 careful stewardship of both natural resources and public funds;
3636 now, therefore, be it
3737 RESOLVED, That the Senate of the State of Texas, 85th
3838 Legislature, hereby commend the Texas Army National Guard on its
3939 exceptional commitment to conserving water and energy supplies
4040 in the Lone Star State.
