SENATE RESOLUTION NO. 456 WHEREAS, The Texas Army National Guard has demonstrated an outstanding commitment to pursuing energy efficiency and water conservation; and WHEREAS, Texas has established itself as a national leader in the development of solar and wind energy; in keeping with that record, and with the increased use of renewable energy by the United States Department of Defense as a means of guarding against power outages, reducing energy costs, and reducing reliance on foreign energy sources, the Texas Army National Guard has made notable strides in expanding its use of sustainable energy; the guard is working to utilize such low-water-intensity energy sources as solar, wind, and geothermal to help operate its 77 facilities across the state, many of which are located in water-stressed regions; and WHEREAS, Through funding from the State Energy Conservation Office and federal agencies, the Texas Army National Guard has already embarked on energy conservation projects at eight facilities; these efforts include the installation of a 20,000-gallon rainwater harvesting system at Camp Mabry in Austin that will provide water to latrines and the HVAC cooling tower; moreover, in conjunction with the State of Texas Armory Revitalization Plan, the guard has entered the design phase of implementing a geothermal heat pump at the Fort Bliss Soldier Resilience and Readiness Center in El Paso; in addition, the guard has identified 22 facilities that have a high potentialforsolarenergyuseand23facilitieswithahigh potential for wind energy use, while it has determined that the availability of geothermal energy is almost unlimited; and WHEREAS, By capitalizing on the state's many renewable resources, the Texas Army National Guard has significantly lowered energy consumption and costs, allowing budget resources to be shifted to such critical needs as training and equipment, and it is indeed fitting that the guard be recognized for its careful stewardship of both natural resources and public funds; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 85th Legislature, hereby commend the Texas Army National Guard on its exceptional commitment to conserving water and energy supplies in the Lone Star State.
