| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Donald Thomas Burns, who is retiring as a contract |

| 4 | 4 | | specialist at the Office of the Comptroller of Public Accounts |
|---|
| 5 | 5 | | after more than 22 years of exemplary state service; and |
|---|
| 6 | 6 | | WHEREAS, Don Burns began his state career in 1994, when he |
|---|
| 7 | 7 | | joined the Texas Department of Information Resources; he |
|---|
| 8 | 8 | | transferred to the comptroller's office in 2002 and became a |
|---|
| 9 | 9 | | property manager in the Information Technology Division, where |
|---|
| 10 | 10 | | he made notable improvements on agency inventory management |
|---|
| 11 | 11 | | policies and coordinated all agency equipment moves; and |
|---|
| 12 | 12 | | WHEREAS, In early 2009, Don moved into the newly established |
|---|
| 13 | 13 | | Contract Administration Division of the comptroller's office, |
|---|
| 14 | 14 | | and he successfully applied his knowledge and skill to creating |
|---|
| 15 | 15 | | new policy, developing key processes and procedures, and providing |
|---|
| 16 | 16 | | staff with training in contracts; he is credited with the initial |
|---|
| 17 | 17 | | implementation of the contracts module in the Centralized |
|---|
| 18 | 18 | | Accounting and Personnel/Payroll System, which became an integral |
|---|
| 19 | 19 | | part of improved contract reporting and oversight during |
|---|
| 20 | 20 | | legislative sessions; and |
|---|
| 21 | 21 | | WHEREAS, Don Burns is known for his resourcefulness, his |
|---|
| 22 | 22 | | dependability, and his kindness to others; he is respected and |
|---|
| 23 | 23 | | admired by his colleagues, and his presence at the Office of the |
|---|
| 24 | 24 | | Comptroller of Public Accounts will be greatly missed; now, |
|---|
| 25 | 25 | | therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 27 | 27 | | Legislature, hereby commend Donald Thomas Burns on his |
|---|
| 28 | 28 | | exceptional career and his many contributions to the state and |
|---|
| 29 | 29 | | extend to him sincere best wishes in all his future endeavors; |
|---|

| 31 | 31 | | RESOLVED, That a copy of this Resolution be prepared for |
