SENATE RESOLUTION NO. 477 WHEREAS, The Senate of the State of Texas is pleased to recognize Donald Thomas Burns, who is retiring as a contract specialist at the Office of the Comptroller of Public Accounts after more than 22 years of exemplary state service; and WHEREAS, Don Burns began his state career in 1994, when he joined the Texas Department of Information Resources; he transferred to the comptroller's office in 2002 and became a property manager in the Information Technology Division, where he made notable improvements on agency inventory management policies and coordinated all agency equipment moves; and WHEREAS, In early 2009, Don moved into the newly established Contract Administration Division of the comptroller's office, and he successfully applied his knowledge and skill to creating new policy, developing key processes and procedures, and providing staff with training in contracts; he is credited with the initial implementation of the contracts module in the Centralized Accounting and Personnel/Payroll System, which became an integral part of improved contract reporting and oversight during legislative sessions; and WHEREAS, Don Burns is known for his resourcefulness, his dependability, and his kindness to others; he is respected and admired by his colleagues, and his presence at the Office of the Comptroller of Public Accounts will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 85th Legislature, hereby commend Donald Thomas Burns on his exceptional career and his many contributions to the state and extend to him sincere best wishes in all his future endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
