11 SENATE RESOLUTION NO. 798
22 WHEREAS, Captain Game Warden Brad Chappell is retiring
33 from the Texas Parks and Wildlife Department on June 30, 2017,
44 drawing to a close an exceptional career in public service that
55 has spanned more than three decades; and
66 WHEREAS, Brad Chappell enrolled in the 40th cadet class at
77 the Texas Game Warden Academy in 1986; after graduating, he was
88 assigned to Sabine County, where he distinguished himself with
99 his comprehensive enforcement of regulations against illegal
1010 fishing and hunting and other infractions; and
1111 WHEREAS, In May 1991, this dedicated law enforcement
1212 professional was transferred to Panola County, where he
1313 continued to build on his impressive record of citations and
1414 arrests, apprehending suspects not only for illegal hunting and
1515 fishing but also for theft, illegal drug possession, and capital
1616 murder; moreover, he became one of the first game wardens to
1717 solve wildlife crimes using the genotyping expertise of Texas A&M
1818 University; and
1919 WHEREAS, Selected in 2002 as one of the department's first
2020 sergeant wildlife investigators, he later became a member of the
2121 Special Operations Unit, with statewide responsibility for
2222 investigating the commercial exploitation of wildlife; he also
2323 trained other wardens and warden cadets in the laws and
2424 regulations pertaining to captive animals; since October 2013,
2525 he has been a captain investigator with the department's Internal
2626 Affairs Unit; and
2727 WHEREAS, Over the course of his exemplary 31-year tenure in
2828 the department, Captain Chappell has become one of the most
2929 decorated game wardens in Texas Parks and Wildlife Department
3030 history, and his accolades include Officer of the Year honors from
3131 the Shikar Safari Club of Texas in 1999, the Association of Midwest
3232 Fish and Game Law Enforcement Officers in 2010, and the
3333 Southeastern Association of Fish and Wildlife Agencies in 2011; and
3434 WHEREAS, In all his endeavors, Captain Chappell has
3535 benefited from the love and support of Charmaine Chappell, his
3636 wife of 29 years, and his father, Captain Game Warden (Ret.)
3737 Wayne Chappell; and
3838 WHEREAS, Brad Chappell's dedication to the highest
3939 standards of his profession has greatly benefited the people of
4040 Texas and earned him the respect and admiration of his fellow
4141 game wardens, and he may indeed reflect with pride on his many
4242 achievements as he embarks upon the next exciting chapter of his
4343 life; now, therefore, be it
4444 RESOLVED, That the Senate of the State of Texas, 85th
4545 Legislature, hereby congratulate Captain Brad Chappell on his
4646 retirement from the Texas Parks and Wildlife Department and extend
4747 to him sincere best wishes for the future; and, be it further
4848 RESOLVED, That a copy of this Resolution be prepared for
4949 Captain Chappell as an expression of high regard from the
5050 Texas Senate.
