2 | 2 | | WHEREAS, Captain Game Warden Brad Chappell is retiring |

3 | 3 | | from the Texas Parks and Wildlife Department on June 30, 2017, |

4 | 4 | | drawing to a close an exceptional career in public service that |
---|
5 | 5 | | has spanned more than three decades; and |
---|
6 | 6 | | WHEREAS, Brad Chappell enrolled in the 40th cadet class at |
---|
7 | 7 | | the Texas Game Warden Academy in 1986; after graduating, he was |
---|
8 | 8 | | assigned to Sabine County, where he distinguished himself with |
---|
9 | 9 | | his comprehensive enforcement of regulations against illegal |
---|
10 | 10 | | fishing and hunting and other infractions; and |
---|
11 | 11 | | WHEREAS, In May 1991, this dedicated law enforcement |
---|
12 | 12 | | professional was transferred to Panola County, where he |
---|
13 | 13 | | continued to build on his impressive record of citations and |
---|
14 | 14 | | arrests, apprehending suspects not only for illegal hunting and |
---|
15 | 15 | | fishing but also for theft, illegal drug possession, and capital |
---|
16 | 16 | | murder; moreover, he became one of the first game wardens to |
---|
17 | 17 | | solve wildlife crimes using the genotyping expertise of Texas A&M |
---|
18 | 18 | | University; and |
---|
19 | 19 | | WHEREAS, Selected in 2002 as one of the department's first |
---|
20 | 20 | | sergeant wildlife investigators, he later became a member of the |
---|
21 | 21 | | Special Operations Unit, with statewide responsibility for |
---|
22 | 22 | | investigating the commercial exploitation of wildlife; he also |
---|
23 | 23 | | trained other wardens and warden cadets in the laws and |
---|
24 | 24 | | regulations pertaining to captive animals; since October 2013, |
---|
25 | 25 | | he has been a captain investigator with the department's Internal |
---|
26 | 26 | | Affairs Unit; and |
---|
27 | 27 | | WHEREAS, Over the course of his exemplary 31-year tenure in |
---|
28 | 28 | | the department, Captain Chappell has become one of the most |
---|
29 | 29 | | decorated game wardens in Texas Parks and Wildlife Department |
---|
30 | 30 | | history, and his accolades include Officer of the Year honors from |
---|
31 | 31 | | the Shikar Safari Club of Texas in 1999, the Association of Midwest |
---|
32 | 32 | | Fish and Game Law Enforcement Officers in 2010, and the |
---|
33 | 33 | | Southeastern Association of Fish and Wildlife Agencies in 2011; and |
---|
34 | 34 | | WHEREAS, In all his endeavors, Captain Chappell has |
---|
35 | 35 | | benefited from the love and support of Charmaine Chappell, his |
---|
36 | 36 | | wife of 29 years, and his father, Captain Game Warden (Ret.) |
---|
37 | 37 | | Wayne Chappell; and |
---|
38 | 38 | | WHEREAS, Brad Chappell's dedication to the highest |
---|
39 | 39 | | standards of his profession has greatly benefited the people of |
---|
40 | 40 | | Texas and earned him the respect and admiration of his fellow |
---|
41 | 41 | | game wardens, and he may indeed reflect with pride on his many |
---|
42 | 42 | | achievements as he embarks upon the next exciting chapter of his |
---|
43 | 43 | | life; now, therefore, be it |
---|
44 | 44 | | RESOLVED, That the Senate of the State of Texas, 85th |
---|
45 | 45 | | Legislature, hereby congratulate Captain Brad Chappell on his |
---|
46 | 46 | | retirement from the Texas Parks and Wildlife Department and extend |
---|
47 | 47 | | to him sincere best wishes for the future; and, be it further |
---|
48 | 48 | | RESOLVED, That a copy of this Resolution be prepared for |

49 | 49 | | Captain Chappell as an expression of high regard from the |
