SENATE RESOLUTION NO. 798 WHEREAS, Captain Game Warden Brad Chappell is retiring from the Texas Parks and Wildlife Department on June 30, 2017, drawing to a close an exceptional career in public service that has spanned more than three decades; and WHEREAS, Brad Chappell enrolled in the 40th cadet class at the Texas Game Warden Academy in 1986; after graduating, he was assigned to Sabine County, where he distinguished himself with his comprehensive enforcement of regulations against illegal fishing and hunting and other infractions; and WHEREAS, In May 1991, this dedicated law enforcement professional was transferred to Panola County, where he continued to build on his impressive record of citations and arrests, apprehending suspects not only for illegal hunting and fishing but also for theft, illegal drug possession, and capital murder; moreover, he became one of the first game wardens to solve wildlife crimes using the genotyping expertise of Texas A&M University; and WHEREAS, Selected in 2002 as one of the department's first sergeant wildlife investigators, he later became a member of the Special Operations Unit, with statewide responsibility for investigating the commercial exploitation of wildlife; he also trained other wardens and warden cadets in the laws and regulations pertaining to captive animals; since October 2013, he has been a captain investigator with the department's Internal Affairs Unit; and WHEREAS, Over the course of his exemplary 31-year tenure in the department, Captain Chappell has become one of the most decorated game wardens in Texas Parks and Wildlife Department history, and his accolades include Officer of the Year honors from the Shikar Safari Club of Texas in 1999, the Association of Midwest Fish and Game Law Enforcement Officers in 2010, and the Southeastern Association of Fish and Wildlife Agencies in 2011; and WHEREAS, In all his endeavors, Captain Chappell has benefited from the love and support of Charmaine Chappell, his wife of 29 years, and his father, Captain Game Warden (Ret.) Wayne Chappell; and WHEREAS, Brad Chappell's dedication to the highest standards of his profession has greatly benefited the people of Texas and earned him the respect and admiration of his fellow game wardens, and he may indeed reflect with pride on his many achievements as he embarks upon the next exciting chapter of his life; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 85th Legislature, hereby congratulate Captain Brad Chappell on his retirement from the Texas Parks and Wildlife Department and extend to him sincere best wishes for the future; and, be it further RESOLVED, That a copy of this Resolution be prepared for Captain Chappell as an expression of high regard from the Texas Senate.
