| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Senior Trooper Earl "Dub" Gillum, of the Texas |
|---|
| 4 | 4 | | Department of Public Safety, for his distinguished career in law |
|---|
| 5 | 5 | | enforcement and for his multiple acts of valor in the line of |
|---|
| 6 | 6 | | duty; and |
|---|
| 7 | 7 | | WHEREAS, Dub Gillum is a staff sergeant in the Public |
|---|
| 8 | 8 | | Information and Safety Education division of the Texas Highway |
|---|
| 9 | 9 | | Patrol; he has faced extreme danger in the course of his 27-year |
|---|
| 10 | 10 | | career with the highway patrol, and he nearly lost his life in |
|---|
| 11 | 11 | | 1998 due to gunshot wounds; and |
|---|
| 12 | 12 | | WHEREAS, On October 1, 1998, while on patrol near Granbury, |
|---|
| 13 | 13 | | Officer Gillum stopped a reckless and speeding driver, Charlie |
|---|
| 14 | 14 | | Edward Cook; the driver, a felon wanted on seven separate felony |
|---|
| 15 | 15 | | charges, immediately fired on Officer Gillum from his truck, |
|---|
| 16 | 16 | | blinding him with a shot to his temple and ultimately shooting |
|---|
| 17 | 17 | | him 10 times; the wounded officer was able to call for backup, and |
|---|
| 18 | 18 | | the shooter was shot and killed after he opened fire on pursuing |
|---|
| 19 | 19 | | authorities who had tracked him to a nearby wooded area; State |
|---|
| 20 | 20 | | Trooper Gillum was off-duty for 14 months to recover after the |
|---|
| 21 | 21 | | incident, and during this time, he underwent 10 surgeries to |
|---|
| 22 | 22 | | regain his vision; and |
|---|
| 23 | 23 | | WHEREAS, In the years that have followed, Trooper Gillum |
|---|
| 24 | 24 | | has continued to exemplify the highest ideals of his profession; |
|---|
| 25 | 25 | | he was recently recognized for providing life-saving care to a |
|---|
| 26 | 26 | | stranded motorist, Paul Lilly, chief of police for a university; |
|---|
| 27 | 27 | | Chief Lilly had gone into heart failure while Trooper Gillum was |
|---|
| 28 | 28 | | providing roadside assistance to him for a flat tire; and |
|---|
| 29 | 29 | | WHEREAS, An exemplary law enforcement officer, Senior Trooper |
|---|
| 30 | 30 | | Dub Gillum has shown great courage and uncommon perseverance in |
|---|
| 31 | 31 | | carrying out his responsibilities, and he has worked diligently |
|---|
| 32 | 32 | | to ensure that his colleagues and their families have had the |
|---|
| 33 | 33 | | support and resources they need in times of loss and struggle; he |
|---|
| 34 | 34 | | is indeed deserving of recognition for his kindness and his |
|---|
| 35 | 35 | | steadfast dedication to duty; now, therefore, be it |
|---|
| 36 | 36 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 37 | 37 | | Legislature, hereby commend Senior Trooper Earl "Dub" Gillum for |
|---|
| 38 | 38 | | his acts of heroism and his valor and extend to him best wishes |
|---|
| 39 | 39 | | for the future; and, be it further |
|---|
| 40 | 40 | | RESOLVED, That a copy of this Resolution be prepared for him |
